Statement by San Diego Unified Board of Education following Sept. 22, 2015 Closed Session Meeting

 

The Board has met in closed session this evening.  General Counsel carefully reviewed with us what is appropriate to discuss in closed session and what to discuss in open session.  Confidential personnel matters must be discussed in closed session, which we did.  The question of commissioning of an independent investigation of the conduct of a trustee must occur in open session. 

The single most important goal of the Board is that all the facts be placed before the public.  Therefore, the Board has authorized the Superintendent to release all pertinent information regarding what has transpired at SCPA over the past two to three years.  The Board has at all times been clear about the bases for the actions taken and we think it is important for the public also to understand the basis for these actions.  This information will be released within the next few days.

 

There are, however, other serious matters, about which we do not have access to all of the facts.  Therefore, in the interests of complete transparency and due process,  I will ask for the board to authorize an independent investigation into two other matters with regard to the conduct of Trustee Foster: 1) the recent fundraiser for her sons and 2) the issues surrounding a claim form that was filed with the District.  This proposal must be discussed at an open meeting of the board, at which point we can authorize the General Counsel to hire an independent investigator to provide a report to the Board of Education.  If that investigation is approved, the Board could then decide what action to take when it is provided with that report.  I (John Lee Evans) will request that this proposal for an investigation be placed on the next open session agenda on September 29, 2015. 

 

With the release of this information and an investigation we can make sure that the public has access to all of the facts.

IMPORTANT INFORMATION FOR ALL ED CENTER EMPLOYEES FROM NURSING AND WELLNESS: Automated External Defibrillator (AED) at the Ed Center

The leading cause of death in the United States is sudden cardiac arrest. Over 465,000 people die each year from Sudden Cardiac Arrest (SCA). The most common cause of sudden cardiac arrest is ventricular fibrillation – when the heart's electrical impulses become irregular and the heart is unable to pump oxygen rich blood throughout the body.

 

Defibrillation is a common treatment for life-threatening cardiac dysrhythmias and ventricular fibrillation. Defibrillation sends an electrical current through the chest wall to an erratic beating heart to restore an organized rhythm.

 

Today, there are devices known as Automated External Defibrillators or “AEDs”. These devices are safe, effective and an easy to use method of restoring the heart to a normal rhythm.

 

Attached you will find an important notice indicating the location and instructions about the Ed Center’s AED, which is located in the lobby on the wall in front of the auditorium. A copy of this notice is also with the AED unit. Please take the time to review the brief information provided, as this is knowledge may be critical to our team in the event of a sudden cardiac arrest on campus.

SAN DIEGO — San Diego Unified Superintendent Cindy Marten today unveiled the results of new online assessments administered to about 53,000 San Diego students last spring, with results exceeding the state average.  Compared to California's other large urban school districts, San Diego Unified ranked second. The results were essentially consistent with San Diego County averages. (Please see attached PDF for supporting graphs and tables).

 

"The Common Core State Standards (CCSS) and Smarter Balanced assessments represent a comprehensive approach for measuring students' success in demonstrating the critical thinking skills essential to success in college and career pursuits," said Marten. "The world of work is changing, and the way we measure student performance must change as a result."

 

The California Assessment of Student Performance and Progress (CAASPP) replaced the Standardized Testing and Reporting (STAR) program as part of the California Standards Test (CST) on January 1, 2014.  This year is the first year of the new tests and serves as the baseline from which to measure future progress.  The CAASPP includes a number of assessments, but the most widely given are the Smarter Balanced Summative Assessments, which evaluate student progress on the California standards in mathematics and English language arts/literacy, often referred to as the Common Core.

 

"It's important for our families to know that this is just one measure out of dozens we use to assess student performance," Marten added. "This assessment is so different from the CST that attempting to compare is beyond apples to oranges. It would be like comparing apples to sailboats. Our students are much more than a single test score, and their performance cannot be determined by a single measure."

           

The CAASPP tests for English language arts/literacy and mathematics were given to students in grades three through eight and grade eleven. They consist of two parts.

 

The first section comprises a Computer Adaptive Test (CAT) that utilizes a programming language or algorithm that adjusts the exam to give students more- or less-difficult questions based on their answers to previous questions, thereby providing a more refined picture of a student's abilities. The second part includes performance tasks that challenge students to apply their knowledge and skills to real-world problems.  The assessment balances question types and information covered, ultimately providing a comprehensive view of an individual student's understanding, writing, research, and problem-solving skills. In contrast, the CST was a bubble-in, multiple-choice, paper-based test.    

 

On the Smarter Balanced Assessment, students' scores fall into one of four achievement levels: standard exceeded, standard met, standard nearly met, and standard not met.            

 

Among reported student groups, San Diego Unified exceeded state and county averages in all but two categories, Black or African American students and Hispanic or Latino students.

 

"We continue to have a persistent achievement gap for African American and Hispanic students and this is not acceptable," Marten noted.  "These assessments confirm the commitment we have already very publicly made to close the achievement gap and create equity and access for every single student."

 

The CDE also released results of the California Standards Test for science, which is administered to students in grades five, eight and ten. These tests are not aligned with California's recently adopted Next Generation Science Standards (NGSS). Assessments based on these standards are currently being developed.

Overall state and district results were released today. Individual student results will be mailed home to families in mid-October. Included with the results will be an interpretation guide to explain the CAASPP assessments and to help parents understand their child's results. San Diego Unified's Assessment Services Department has produced a "CAASPP in Detail" video to help parents understand the CAASPP test and corresponding results.

Free and Reduced Lunch Policy Announced

 

SAN DIEGO - The San Diego Unified School District today announced its policy for providing free and reduced-price meals for children served under the National School Lunch Program and School Breakfast Program. The Food and Nutrition Services central office has a copy of the policy, which may be reviewed by any interested party.

 

The household size and income criteria identified below will be used to determine eligibility for free, reduced-price, or full-price meal benefits. Currently, there is no charge for reduced-price meals at San Diego Unified schools, and full-price meal rates are $1.00 for breakfast, $2.00 for elementary lunch and $2.50 for secondary lunch. Children from households whose gross income is at or below the levels shown in the table below are eligible for free or reduced-price meals. Households who receive CalFresh (also known as SNAP or Food Stamps), California Work Opportunity and Responsibility to Kids (CalWORKs), Kinship Guardianship Assistance Payments (Kin-GAP), or Food Distribution Program on Indian Reservations (FDPIR) benefits are automatically eligible for free meals regardless of the income of the household in which they reside. 

 

Application forms will be distributed to households with a letter informing them of the availability of free and reduced-price meals for enrolled children. Applications are also available in the school office. To apply for free or reduced-price meal benefits, households must complete an application and return it to the school office or mail it to the central Food and Nutrition Services office for processing. Households may also apply online by going to www.sandi.net/food and then clicking on the Meal Applications & Payment Options tab on the left hand side. Applications may be submitted at any time during the school year. The information households provide on the application will be used to determine meal eligibility and may be verified at any time during the school year by school or program officials.

 

Requirements for school officials to determine eligibility for free and reduced-price benefits are as follows:

 

·         For households receiving CalFresh, CalWORKs, Kin-GAP, or FDPIR benefits applications only need to include the enrolled child's name, CalFresh, CalWORKs, Kin-GAP, or FDPIR case number, name of the household member receiving benefits, and the signature of an adult household member.

 

·         For households who do not list a CalFresh CalWORKs, Kin-GAP, or FDPIR case number, the application must include the names of all household members, the gross monthly amount and source of the income received by each household member, and the signature and corresponding last four digits of the adult household member’s Social Security number. If the household member who signs the application does not have a Social Security number, the household member must check the box indicating on the application that they do not have a Social Security number.

 

Under the provisions of the free and reduced-price meal policy, the determining official(s), as designated by San Diego Unified Food and Nutrition Services Department, shall review applications and determine eligibility. Parents or guardians dissatisfied with the eligibility ruling may discuss the decision with the determining official on an informal basis. Parents may also make a formal request for an appeal hearing of the decision and may do so orally or in writing with the Food and Nutrition Services hearing official. Parents or guardians should contact Food and Nutrition Services for specific information regarding the name of the determining official and/or hearing official for San Diego Unified.

 

If a household member becomes unemployed or if the household size increases, the household should contact Food and Nutrition Services. Such changes may make the children of the household eligible for benefits if the household's income falls at or below the levels as shown below.

 

Households that receive CalFresh, CalWORKs, Kin-GAP, FDPIR or students that receive Medi-Cal benefits and meet the income thresholds may not have to complete an application for free or reduced-price meals. Food and Nutrition Services officials will determine eligibility for free meals based on documentation obtained directly from the United States Department of Health and Human Services office that a child is a member of a household currently receiving CalFresh or FDPIR benefits or is an assistance unit receiving CalWORKs, Kin-GAP or Medi-Cal benefits. Food Services officials will notify households of their eligibility prior to the start of school.

San Diego Unified also participates in the National School Lunch/Breakfast Programs Provision 2 program, which is a program that reduces application burdens, simplifies meal counting and claiming procedures, and provides meals at no charge to all students attending schools operating under Provision 2. In the 2015-2016 school year, epiphany Prep and Morse HS will begin the base year of Provision 2. The district has 97 other schools participating in Provision 2 where all students are receiving meals at no charge.
