San Diego Unified School Board Balances Budget with No Increases in Class Size

Approves early retirements, other strategies to reduce layoffs; Unanimous vote protects long-term fiscal health of district’s schools

 

SAN DIEGO (February 28, 2017) – A unified Board of Trustees tonight voted 5-0 to keep class sizes small at San Diego Unified, while eliminating a more than $124 million structural deficit the district was facing. Trustees also approved an early retirement package and other measures designed to save money and minimize the need for layoffs. The Board expressed confidence the vote will put the county’s largest school district on a firm financial footing for the future.

 

“San Diego students are achieving more than ever with some of the highest graduation rates and test scores in the state, so our entire focus has been on protecting the supports for students that are producing these great results,” said Board President Richard Barrera. “The package we approved tonight protects these gains, while ensuring the long-term fiscal stability of our district.”

 

Board Vice President Kevin Beiser said the plan approved tonight is fiscally responsible, as it balances the budget without increasing class sizes, while maintaining the district’s commitment to offering music and arts programs and other core initiatives. He also noted the Board took action tonight to minimize layoffs.

 

“We are confident the package of early retirement incentives and other initiatives passed tonight will minimize staff layoffs,” said Vice President Beiser.

 

San Diego Unified has stressed any staff reductions will not come at the expense of increased class sizes. Thanks to the contract negotiated with the San Diego Education Association (SDEA), San Diego Unified students will continue to be guaranteed some of the smallest class sizes of any large district in the state:

 

·         Transitional Kindergarten - Grade 3: No more than 24 students per class on average

·         Grades 4-5: No more than 35 students per class

·         Higher grades: No more than 36 students per class

 

“We know children learn best in classroom settings with fewer students, so we felt it was important to protect our small class sizes,” said Trustee Michael McQuary.

 

The plan for school stability, approved by the Trustees tonight, makes significant progress towards resolving the structural deficit faced by the district. In addition to eliminating the projected deficit for the 2017-18 school year, the vote means the deficit for the following year will be half. Further, it demonstrates strong resolve by Board members to confront the structural deficit once and for all.

 

“I believe it is very important that students and parents know they can count on our outstanding schools and instructional programs being there to serve them in the future,” said Trustee John Lee Evans. “The vote tonight paves the way for the long-term fiscal stability of the district.”

 

The Board’s newest member, Trustee Sharon Whitehurst-Payne, said she is also pleased to see the district confronting head-on the structural deficit it has faced for years. She said the vote tonight means community members can look forward to the coming school year with confidence.

 

“We want parents to know our schools will be there to serve them in the future. Our commitment to have quality schools in every neighborhood is rock solid,” said Whitehurst-Payne.

 

Superintendent Cindy Marten thanked the Board for their strong vote in support of school stability and praised their willingness to tackle the structural budget issues.

 

“Our challenge has been to maintain all the great programs that we know are working and the climate our students deserve, while protecting the long-term health of our schools,” said Superintendent Marten. “The program approved tonight does that, and allows our entire staff and team of professional educators to focus on delivering another amazing school year for the students we serve.”

 

Several board members also noted the State of California continues to rank near the bottom of the nation in per pupil funding and pledged to continue advocating for increased funding from Sacramento.

BACKGROUND: Horace Mann Middle School's whole site modernization project features a new three-story building that includes 16 classrooms, a health and wellness center and administration spaces. The new 32,300-square-foot will create a new entrance to the school.

The project also includes the demolition of Building 100 (administration building), Building 500 (classroom building) and Building 600 (classroom building). The whole site modernization will also provide a new outdoor dining courtyard with four shade structures, interior improvements, safety improvements including campus-wide fire alarm system upgrades and public address system upgrades, new security lighting and cameras, new visitor parking, as well as a new student drop-off/pick-up driveway.

These improvements are funded by San Diego Unified School District's Propositions S and Z, which are local bond measures approved by San Diego voters to repair, renovate, and revitalize neighborhood schools. In addition to renovation and replacement, district-wide bond projects include classroom technology, facilities to support College, Career and Technical Education, classroom air conditioning, safety and security upgrades, and other facilities improvements at traditional and public charter schools.

Prop. S is a 23-year capital facilities program that is funded by a $2.1 billion general obligation bond measure passed November 4, 2008. Prop. Z is a 15 year capital facilities program funded by a $2.8 billion general obligation bond measure passed November 6, 2012. By law, the funds cannot be used for teachers' or school administrators' salaries, nor can they be used for maintenance or operations.

Northrop Grumman Engineers Visit Local Middle School to Inspire Pre-Teens to Pursue STEM Careers

 

San Diego Unified students will receive an inside look at NASA’s newest revolutionary space observatory; have opportunity to discuss the fields of science, technology, engineering and math

 

 

WHAT: In recognition of National Engineers Week (Feb. 20-25), and as an example of public and private sectors collaborating to provide and promote awareness and education, Northrop Grumman engineers will visit San Diego Unified School District’s Challenger Middle School in Mira Mesa with the goal of inspiring students to pursue careers in the fields of science, technology, engineering and math (STEM). Engineers will show the film, “Into the Unknown,” a behind-the-scenes look at the individuals building NASA’s James Webb Space Telescope (JWST). The telescope is the successor to the Hubble, and is a revolutionary space observatory that will expand our understanding of the universe. After the film, Northrop Grumman engineers will answer students’ questions about the film and what it takes to work in a STEM career.

SAN DIEGO —  San Diego’s hospitality industry will open its doors to host 400 high school students for the 19th Annual Hospitality Conference and Career Fair on Thursday, Feb. 16. The conference will be held at Golden Hall, located at 202 C Street, San Diego from 8 a.m. – 1 p.m. (PST)

 

The event is designed to prepare and inspire students, who are currently enrolled in hospitality and culinary programs, for future career success in one of San Diego’s fastest growing sectors.  During the day, students will explore various careers paths, interact with top industry professionals and fill out applications to secure summer job opportunities. Employment in the hospitality and tourism sector is projected to create 210,000 new jobs in California by 2017, according to Economic & Workforce Development, California Community Colleges.

 

The conference is sponsored and organized by San Diego County Chapter - California Restaurant Association , SDG&E, San Diego Unified School District, and San Diego Hotel- Motel Association with the support of L. Robert Payne School of Hospitality at San Diego State University.

The JA team will bring the JA Career Success curriculum to help students learn valuable skills to find their dream job, including resume and cover letter tips and perfecting their interviewing techniques.

Those of us who believe in public education have an obligation to be open and honest about the progress our schools are making. In that spirit, I co-sponsored a resolution inviting the new Secretary of Education to visit San Diego Unified. The intention was to help her learn all the things that public schools are doing well. We also believed – and still believe – that her narrow ideologically driven view of our schools does not stand up to the facts. So, my intention was to challenge her views openly and in a public setting. 

Given the polarizing nature of the DeVos nomination and confirmation vote, however, it is clear this would be the wrong time to engage the Secretary in dialogue. Now is the time for those of us who believe in public education to stand together and confront the threat clearly posed by the DeVos ideology.

Therefore, I have decided to withdraw my co-sponsorship for this resolution, which effectively kills the measure. I apologize to all of those we excluded from the conversation by moving forward so quickly. Our intention was not to exclude anyone from the process, and so I hope we can now all move forward together to create a genuine conversation about the future of our schools with the public we serve.

Statement from Board President - February 13, 2017

 

Those of us who believe in public education have an obligation to be open and honest about the progress our schools are making. In that spirit, I co-sponsored a resolution inviting the new Secretary of Education to visit San Diego Unified. The intention was to help her learn all the things that public schools are doing well. We also believed – and still believe – that her narrow ideologically driven view of our schools does not stand up to the facts. So, my intention was to challenge her views openly and in a public setting. 

Given the polarizing nature of the DeVos nomination and confirmation vote, however, it is clear this would be the wrong time to engage the Secretary in dialogue. Now is the time for those of us who believe in public education to stand together and confront the threat clearly posed by the DeVos ideology.

Therefore, I have decided to withdraw my co-sponsorship for this resolution, which effectively kills the measure. I apologize to all of those we excluded from the conversation by moving forward so quickly. Our intention was not to exclude anyone from the process, and so I hope we can now all move forward together to create a genuine conversation about the future of our schools with the public we serve.
