California Unveils New Method For Measuring High School Graduation Rate; San Diego Unified Maintains Top Position Among Big-City Schools

 

SAN DIEGO - San Diego Unified School District once again has the highest high school graduation rate -- and the lowest dropout rate -- among big-city school districts in California, according to results released today by the California Department of Education (CDE). The new results were released today at the same time as the state unveiled a new method for tracking graduation, a change they have adopted in response to a federal audit.

 

The graduation rate for San Diego Unified for the Class of 2017 was 86.6 percent, according to the CDE. That puts San Diego at the top of the largest districts in the state, just ahead of Long Beach with 86.1 percent and San Francisco with 84.4 percent. This is the second consecutive year that San Diego Unified has been atop the table of big-city schools.

 

“San Diego Unified students have once again shown themselves to be true academic leaders,” said Superintendent Cindy Marten. “Thanks to their hard work and the support from our parents, teachers and administrators, we are building the kind of world-class education system our city deserves.”

 

Board President Kevin Beiser said, “The new graduation rates are proof that a culture of academic excellence is taking hold in San Diego Unified. The national report card on education also showed our students made the strongest academic gains of any large district at key elementary and middle school years. Now, the new graduation rates demonstrate the same commitment to growth exists in our high schools.”

 

The graduation rates released today by the State of California are for the Class of 2017. The rates for the year that just ended will be calculated following the conclusion of summer school and an official review period.

 

The graduation rate cohort is calculated by taking the total number of students who start their high school career in a district, then adding those students who move into the district during high school, and subtracting those students who either move away from the district or transfer to a private or charter school within the district. The total number in the cohort is then divided by the number of “regular” graduates to determine the graduation rate.

 

The San Diego Unified Class of 2017 cohort contained 6,470 students, of which 86.6 percent of the seniors graduated. San Diego Unified also recorded the lowest dropout rate at 3.3 percent. San Francisco was second with 8.2 percent.

 

The graduation rates among the district’s ethnic groups remained competitive. With 84.1 percent of seniors graduating, African-American students ranked second among large districts, and Latino students, with 82.3 percent of seniors graduating, ranked third.

 

Based on new federal guidance and audit recommendations from the U.S. Department of Inspector General, the CDE made several changes this year to the business rules and methodology for calculating the four-year graduation rate, which resulted in a slight decrease for many districts and schools.

 

For San Diego Unified, the changes mean that students who transfer to adult education now remain in the cohort whereas they used to exit the cohort. In addition, students who earn Option 2, Joint Diplomas in our partnership with the San Diego Community College District are no longer counted as graduates who earn a regular diploma within four years.

 

Utilizing the CDE’s old methodology, San Diego Unified’s 2017 graduation rate would have been 90.6 percent, only a slight decrease from last year’s rate of 91.3 percent. The CDE, however, is instructing districts to treat the 2017 graduation rates as a new baseline, as comparisons to past graduation rates no longer apply because of the changes in methodology.  Their guidance notes, “The changes establish 2017 as a baseline year – comparisons to past graduation rates no longer apply because the state is no longer counting students who receive diplomas from adult education programs as graduates. Students who pass the California High School Proficiency Exam are also now excluded from the graduate pool.”

San Diego Unified Board of Education Votes to Extend Contract of Superintendent Cindy Marten



SAN DIEGO (July 25, 2018) – The San Diego Unified Board of Education voted 5-0 Tuesday to extend the employment contract for Superintendent Cindy Marten through the 2021-22 school year. Her current contract runs through June 30, 2020.


The Board's decision comes following the Superintendent's annual evaluation in which they said they are "extremely proud of the district's continuing progress under Superintendent Marten's leadership."


The annual evaluation of the Superintendent is synonymous with the Board's evaluation of the district's progress as a whole, including a self-evaluation of the Board's own efforts, and is reflective of the progress made implementing the Local Control and Accountability Plan or LCAP. An overall rating of "Accomplishing" was assigned to each of the six LCAP goals, with the exception of Goal 4, which was assigned a rating of "Developing."


"Our schools have made tremendous progress over the past five years, but I am even more excited about what we are building for the future. I am grateful for the hard work of our students, our families, and our staff, the support of our city, and the continued confidence the Board of Education has expressed in our work," said Superintendent Cindy Marten.

Some key accomplishments are highlighted below:


* Goal 1: Closing the Achievement Gap with High Expectations for All: Progress is evident as the district's fourth and eighth grade students outperformed other large urban school districts by demonstrating significant grade level gains in both reading and mathematics on the 2017 National Assessment of Educational Progress (NAEP), also known as the "Nation's Report Card."


* Goal 2: Access to Broad and Challenging Curriculum: Progress is evident in the expansion of access to college classes districtwide, including opportunities for high school students to earn college credits through City, Mesa and Miramar Community Colleges and UCSD Extension.


* Goal 3: Quality Leadership, Teaching and Learning: Significant progress and positive impact is evident in the improvement of recruiting staff members who reflect the diverse backgrounds of our students, and in offering early employment contracts to high quality, diverse candidates in hard-to-staff areas such as math, science and special education.


* Goal 4: Positive School Environment, Climate and Culture: The Superintendent continues to make gains in improving support services for students. Counseling services, restorative practices, trauma informed care and student wellness now offer reliable supports to students that contribute to overall school success. Collaboration among departments is evident across the district to ensure the needs of the whole child are being met.


* Goal 5: Parent and Community Engagement: Significant improvement has been made in parent and community relationships with schools and the district as a whole. The foundational work started by the FACE team provides the structure for continued implementation and expansion of services. A variety of events and opportunities were offered on High Impact Home Strategies and implementing literacy strategies in the home. The Neighborhood Schools and Enrollment Options team has made significant improvements to the Choice process and customer service to families enrolling in district schools.


* Goal 6: Well-Orchestrated Districtwide Support Services and Communications: The district has cultivated and sustained valuable community partnerships with entities including SAY San Diego, the Center, National Conflict Resolution Center, Anti-Defamation League, and others that provide mutual support. The Superintendent has successfully improved the relationships with our bargaining units, and communication with the Board and public is frequent and open.

Wednesday, 7/18 – 8:00 a.m. – 10:00 a.m. – SAN DIEGO HISTORY REVIVED: Hoover High School Iconic Tower Restored, 44 years of history and tradition return to campus
Join Hoover High School alumni as they celebrate the revival of their beloved and long-ago-demolished five-story campus tower. Built in 1930, the original Hoover High School served as a community landmark, with its distinctive Spanish-style tower rising from El Cajon Boulevard to be seen from miles away. Beloved by generations of residents and students, the stately tower inspired campus traditions and failed preservation efforts over the decades.

Hoover's first graduating class, the class of 1932, began the "Tower Day Ceremony." In June of each year, graduating seniors went to the top of the school's tower and wrote their names in a large, red leather volume. The tradition has been described as the equivalent of today's yearbook signing, and it ended after 44 years in 1976 when the tower was torn down as part a $5 million renovation project to comply with seismic safety standards. Efforts to raise money to save the tower fell short and failed to preserve the landmark. Before the wrecking ball struck, students, alumni and school officials were invited to climb the tower one final time.

Tomorrow, 42 years later as a part of a campus renovation plan, the historic tower will begin its come-back to the Hoover campus. Demolition will be completed at the end of July, and construction will begin immediately after. San Diego Unified Board of Education approves Neighborhood School Safety and Repair measure for the fall ballot

SAN DIEGO - The San Diego Unified Board of Education unanimously voted tonight to place the Neighborhood School Safety and Repair measure on the November ballot. The vote was 4-0 with Dr. Michael McQuary absent. The measure would provide $3.5 billion in funding to repair aging neighborhood schools and make critical safety improvements, including several aimed at confronting the issue of lead in school drinking water. This will mark the first time the district has asked voters to approve a bond since the water crisis in Flint, Michigan brought the lead issue to the national forefront.

"The Neighborhood School Safety and Repair measure keeps the commitments we have made to the communities we serve," said Board President Kevin Beiser. "It allows us to provide students with the cleanest drinking water in the nation, provides for critical repairs at our aging facilities and creates job-oriented classrooms to prepare our young people for their future."

San Diego Unified is the second-largest school district in California, with close to 200 education facilities. The average age of school buildings is now 48 years old. In addition to necessary repairs, the new measure calls for important upgrades to school safety systems, including intruder alarms and communications technology.

"School Police were deeply involved in planning for this measure, and we believe it will make an important contribution to the safety of our students," said Captain Joey Florentino. He noted this is the first new measure introduced by the district since the school shooting tragedies at Sandy Hook and Parkland, Florida.

Every school in the district will receive upgrades under the bond.

Among the measures included in the Neighborhood School Safety and Repair bond are upgrades to school safety technology that would allow classroom teachers to communicate quickly and securely with others in an active shooter situation.

"Accountability and transparency have always been central to our past bonds, and that is why we have released a complete list of every school and what they will receive through the Neighborhood School Safety and Repair measure," said Lee Dulgeroff, chief of facilities for San Diego Unified. "We hope all voters will take the time to educate themselves about these important safety and repair improvements."

An independent oversight committee and its sub-committees will serve as a bond watchdog, as it has with previous bond measures. Dulgeroff noted the district has received high marks for its bond oversight and management.

For example, the district's Propositions S and Z bond programs: Earned a perfect score of 100 percent for transparency from the San Diego County Taxpayers Foundation in 2016; was honored as "Deal of the Year" by Bond Buyer; received the 'Aa2,' Prime-1 bond rating from Moody's (top rating tier) in 2015; earned the 'AAA' bond rating from Fitch Ratings, Inc. (the highest issued by the agency in 2017.

San Diego Unified student leaders and staff will be available to discuss their participation in the upcoming San Diego Pride Parade as well as the various LGBTQIA+ supports the district offers throughout the year. As of last school year San Diego Unified is proud to announce that the number of Gay Straight Alliance (GSA)/ LGBTQIA clubs has grown to include every high school within the district and 24 middle schools. The San Diego Unified School District's Participation in The San Diego Pride parade is just one of many ways the district demonstrates their commitment to diversity and inclusion. 2018 marks the fifth year San Diego Unified has participated in the San Diego Pride parade. San Diego Unified is proud to support lesbian, gay, bisexual/pansexual, transgender, questioning/queer, intersex, and asexual (LGBTQIA) students and families. Here are some of the ways the second largest school district in California is "Unified with PRIDE."
