San Diego Unified Board Unanimously Approves Task Force Recommendations to Strengthen a Culture of Reporting to Protect Students

 

SAN DIEGO – The Board of Education unanimously approved all 19 recommendations of the Multi-Agency Task Force to Recommend Comprehensive Strategies and Protocols for Inter-Agency Cooperation for the Protection of District Students. 

 

Superintendent Cindy Marten outlined substantive actions to strengthen a culture of reporting, including addressing concerns of district staff, parents and students. The board's support of the actions will better protect students, engage parents and inform district staff of the responsibilities of mandated reporters. 

 

"Fostering a culture of reporting where students, staff and parents feel safe to report child abuse or sexual harassment begins with me, and I am committed to leading a district where everyone feels safe to report," Superintendent Marten said.

 

The recommendations include:

 

▪         San Diego Police Department (SDPD) committed to provide School Police with all case disposition, as available, and present quarterly training to School Police on legal updates and best practices. SDPD also agreed to accept reports from School Police via email.  

 

▪         The District Attorney established the new Student Safety in School Systems Task Force and hotline to report child abuse.  The agency also advocated for implementation of Electronic Suspected Child Abuse Reporting System (ESCARS), a web-based system allows for agencies to "cross-report" and share information related to suspected child abuse.   

 

▪         The City Attorney will develop a public service announcement for students to understand what behavior may constitute a crime.    

 

▪         The County Office of Education committed to disseminate the District Attorney's Mandated Reporting information campaign to all county school districts.

 

The district convened the task force to close the gaps between the leading agencies charged with the protection of children.  

 

Chair of the Task Force and San Diego Unified District School Police Chief Michael Marquez said, "I want to thank the task force members, including our regional partners, for their time and commitment to the important issue of student safety.  Our students will benefit from the work of the task force."

 

School Police took immediate action and added a child abuse reporting section on its Crime Stoppers smart phone app. Chief Marquez has established a monthly roundtable with SDPD and regional partners to receive updates on all cases referred by school police to the appropriate agency.

 

"Schools play an essential role in helping us prevent, identify and respond to child abuse and neglect.  Child Welfare Services looks forward to an ongoing partnership that will enhance the reporting of and response to child abuse and neglect," said Kimberly Giardina, Director of Child Welfare Services.

Child Welfare Services (CWS) has committed to increase the number of children who receive high-quality forensic interviews following an allegation of abuse, from 100 to 1,000, in the coming years. CWS works principally with abuse that happens in the home and with students living in foster care settings.

 

"I'm confident the work of San Diego Unified's Task Force will go a long way in building practices that are focused squarely on protecting and promoting the safety of children in our community," said District Attorney Summer Stephan. "When it comes to the welfare of students it's critical that we take every opportunity to collaborate with various key stakeholders."

 

At the direction of the Board of Education, the task force was established on September 24, 2019 to identify potential areas for improvement regarding collaboration between the various agencies working to protect children from sexual harassment and abuse. MEDIA ADVISORY: San Diego Unified + San Diego Press Club present: January ED Talks

San Diego journalists are invited to participate in a special installment of ED Talks, a casual forum hosted by the San Diego Unified School District in collaboration with the San Diego Press Club. The goal is to foster open and robust conversations about public education.

The January forum will feature the district’s Healthy Start Times initiative for all high school students in the 2020-21 academic year. High schools throughout the district recently received their new Healthy Start Times for 2020, which range from 8:35 to 8:45 a.m. New data on the potential positive impact of the initiative will be shared based on three schools that conducted a trial implementation of Healthy Start Times this school year. La Jolla High School is among the early implementation schools.

Background: Why the move to later start times for high schools? On Feb. 12, 2019, the Board of Education approved a resolution to implement Healthy Start Times based on scientific research on teens and sleep. Conclusive evidence shows that later start times are linked to increased student attendance, improved academic performance, and most importantly, student health.

Since San Diego Unified approved Healthy Start Times, California Senate Bill 328 was signed into law, bringing state policy in line with district goals. Under the new law, California high schools are prohibited from starting classes before 8:30 a.m. Middle schools may not start before 8 a.m. under the new state law.

 

Insufficient sleep among teens has been associated with a wide variety of adverse outcomes, from poor mental and physical health to behavioral problems and lower academic grades. The Society of Behavioral Medicine, the National Association of School Nurses, the American Academy of Pediatrics, and the NCAA Sport Science Institute all support later start times. San Diego School Student photographers Get Exposure to College Courses, Professional Photo Shoots

WHAT: More than 350 high school photography students throughout San Diego County will experience college for the first time through the lens of their cameras.  Photo 360 is a one-of-a kind event that allows students to attend several college-level photography workshops taught by the renowned City College photography professors and staff.  Every student will have access to a DSLR digital camera and will rotate through several professional studio photography workshops. Students will have the opportunity to photograph fashion models, learn advanced photographic techniques, including time-exposure photography and darkroom processing. Students will also interact with college students and faculty in a portfolio critique review. Photo 360 will allow students to experience the competitive world of photography in a professional environment in the new state-of-the-art photography studios at San Diego City College.  

WHO: Students and teachers from San Diego County High Schools: Patrick Henry HS, Grossmont HS, Santana HS, San Diego HS, Point Loma HS, Morse HS, Serra HS, School of Creative and Performing Arts, Vista HS, and Canyon Crest Academy, Rancho Bernardo HS, Mt. Carmel HS, Sweetwater HS, Bayfront Charter, Chula Vista HS, East Village HS, Lincoln HS, Mira Mesa HS, La Jolla HS, Scripps Ranch HS, and Olympian HS.  

·         20 Teachers from around the county will introduce their students to college for the first time. This one-of-a-kind learning experience has grown in popularity and has become a premiere partnership between K-12 education, San Diego City College and local photography businesses.

Culinary Arts Students to Cook Off for San Diego’s Top Chefs in 15th Annual Teen Iron Chef Competition

WHAT:  Tofu? Tarragon?  Wasabi? What is the secret ingredient? Find out at the 15th Annual Teen Iron Chef Competition. San Diego Unified School District Culinary Arts and Management students battle it out preparing a three-course meal incorporating the secret ingredient. Celebrity judges include: Dave Warner  - Tower 23; Percy Oani – The Shores; Jacob McBride – Brigantine; Jeff Rossman- Terra; Daryl O’Donnell – Convention Center and others.

WHO: San Diego County Chapter of the California Restaurant Association; Art Institute of California – San Diego; San Diego Unified School District Office of College, Career and Technical Education; Schools: Hoover, Garfield, Madison, Mira Mesa, San Diego and Morse high school students

WHEN: Thursday, January 16, 2020 (rain or shine)

·         3:30 p.m. – Students arrive to set up; introduction of VIP judges; announcement of secret ingredient

·         3:40 p.m. to 6:15 pm – One-hour timed competition including all cutting, mixing and food preparation; teams begin in 15-minute intervals

·         4:50 p.m. – First team presents to judges; presentations every 15 minutes

BACKGROUND: Teen Iron Chef is in its fifteenth year. The competition allows students to experience competitive cooking and based the San Diego Unified School District’s competition on the Iron Chef America Series on the Food Network.

Students are able to work on their ideas, go shopping, portion their protein and measure any dry or liquid ingredients the day before the event.  They are not allowed to do any actual cooking, pre-making dough, or premixing ingredients ahead of time.  On the day of the competition, they will be presented with two secret ingredients that must be incorporated into at least one of their three courses. They are allowed to have their recipes or prep-list at the station during the competition. 

To keep the competition fresh and to not give any team an advantage, the secret ingredients are changed every year.   Some of the secret ingredients from previous years include calamari, brie, balsamic vinegar, ginger, prosciutto, cantaloupe and tofu.
