2010-11 FREE AND REDUCED LUNCH POLICY ANNOUNCED

SAN DIEGO -- The San Diego Unified School District today announced its policy for providing free and reduced-price meals for children served under the National School Lunch Program and School Breakfast Program. The Food Services central office has a copy of the policy, which may be reviewed by any interested party.

The household size and income criteria identified below will be used to determine eligibility for free, reduced-price (currently there is no charge for reduced-price meals in San Diego Unified School District), or full-price meal benefits (meal prices are $ 1.00 for breakfast, $2.00 for elementary lunch, and $2.50 for secondary lunch). Children from households whose gross income is at or below the levels shown here are eligible for free or reduced-price meals. Children who receive SNAP (also known as Food Stamps, California Work Opportunity and Responsibility to Kids (CalWORKs), Kinship Guardianship Assistance Payments (Kin-GAP), or Food Distribution Program on Indian Reservations (FDPIR) benefits are automatically eligible for free meals regardless of the income of the household in which they reside. Eligibility for a foster child is based on a separate application and solely on the amount of the child's "personal use" income.

Application Forms will be distributed to households with a letter informing them of the availability of free and reduced-price meals for enrolled children. Applications are also available at the office in each school. To apply for free or reduced-price meal benefits, households must complete an application and return it to the school office or mail it to the central Food Services office for processing. Households may also apply on-line by going to www.sandi.net and selecting the School Meal Info/Application shortcut. To apply for free or reduced-price meal benefits, households must complete an application and return it to the school office, mail it to the central Food Services office for processing, or complete the on-line application. Applications may be submitted at any time during the school year. The information households provide on the application will be used to determine meal eligibility and may be verified at any time during the school year by school or program officials.

Requirements for school officials to determine eligibility for free and reduced-price benefits are as follows: For households receiving SNAP (also known as Food Stamps), CalWORKs, Kin-GAP, or FDPIR benefits – applications need only include the enrolled child(ren)'s name, SNAP, CalWORKs, Kin-GAP, or FDPIR case number, and the signature of an adult household member. For households who do not list a SNAP, CalWORKs, Kin-GAP, or FDPIR case number, the application must include the names of all household members, the gross amount and source of the income received by each household member, and the signature and corresponding Social Security number of an adult household member. If the household member who signs the application does not have a Social Security number, the household member must check the box indicating on the application that they do not have a Social Security number.

Under the provisions of the free and reduced-price meal policy, the determining official(s), as designated by the San Diego Unified School District Food Services department, shall review applications and determine eligibility. Parents or guardians dissatisfied with the eligibility ruling may discuss the decision with the determining official on an informal basis. Parents may also make a formal request for an appeal hearing of the decision and may do so orally or in writing with the Food Services hearing official. Parents or guardians should contact Food Services for specific information regarding the name of the determining official and/or hearing official for San Diego Unified School District.

If a household member becomes unemployed or if the household size increases, the household should contact Food Services. Such changes may make the children of the household eligible for benefits if the household's income falls at or below the levels shown above.

Households that receive SNAP, CalWORKs, Kin-GAP, or FDPIR benefits may not have to complete an Application for Free or Reduced-Price Meals. Food Service officials will determine eligibility for free meals based on documentation obtained directly from the SNAP, CalWORKs, Kin-GAP, or FDPIR office that a child is a member of a household currently receiving SNAP or FDPIR benefits or an assistance unit receiving CalWORKs or Kin-GAP benefits. Food Service officials will notify households of their eligibility, but those who do not want their child(ren) to receive free meals must contact Food Services. SNAP, CalWORKs, Kin-GAP, and FDPIR households should complete an application if they are not notified of their eligibility by September 3, 2010.

DETAILS: Supt. Kowba has now assembled his management team and the annual
principals¹ kickoff event is their first chance to meet with all the school
leadership. They will be unveiling the San Diego Unified Community-Based
School Reform Model, which will guide the district into the future. It is
based on the goals established by the Board of Education earlier this year
and charts a course for higher test scores and student achievement through
concentrating on what works for each neighborhood in San Diego.

SD UNIFIED TEST SCORES GAIN FOR FOURTH STRAIGHT YEAR

Achievement Gap Narrows in Some Areas; Work Still Needed

SAN DIEGO &lsqauo; San Diego Unified¹s results on 2010 state tests show across the
board gains for the fourth straight year, with more students than ever
ranking ³advanced² in their subject knowledge.

The results of the annual California Standards Test released today show the
district has five straight years of overall gains in English language arts
and science scores, while math continues a four-year climb.

This good news is tempered by recognition that scores still show an
³achievement gap² among ethnic groups. Data relating to the achievement gap
&lsqauo; test scores among ethnic groups &lsqauo; is still being analyzed, but early
results show the gap is narrowing in some areas, albeit slowly.

³We need to salute our students first, who have been working very hard to
learn the skills they¹ll need for the future,² said Superintendent Bill
Kowba. ³Our teachers and staff also deserve recognition for a job well
done.²

Growth continued in the three subject areas. In English Language Arts,
overall scores show 29 percent of the students proficient and 27 percent are
advanced &lsqauo; up from 23 percent in 2009 &lsqauo; while 26 percent had a basic skill
level, down 1 percent from 2009. Below basic and far below basic levels also
declined. Students with an advanced level of mathematics grew 2 percent to
23 percent and those considered proficient remained at 25 percent; basic
went up one point to 23, while below basic and far below basic declined to
20 and 8 respectively.

Science scores rose as well, up 8 points to 30 percent advanced, while
proficient remained at 27 percent; students with a basic level dropped two
points to 24 percent, while below basic dropped 2 points to 11 percent and
far below basic was down 2 points to 9 percent.

³These gains in student achievement have come during a period when our
district has sustained unprecedented budget cuts,² said Kowba. ³But even in
the face of draconian budget cuts, schools throughout the district have been
making gains in student achievement with a community-based reform process
that encourages teacher collaboration, data-driven teaching strategies, a
broad curriculum and strong behavioral standards and support for students.²

New ERAA Back to School Conference, Rally for Education and Festival to
Distribute FREE Backpacks and School Supplies

San Diego County¹s largest back- to-school conference to be held Aug 21

San Diego, CA ­ (August 21, 2010) PAZZAZ and New ERAA is hosting its 13th
Annual New ERAA (Everybody Recommitting to Academic Achievement) Back to
School Conference, Rally for Education and Festival at Lincoln High School
on Saturday, August 21st from 8:30 a.m. to 4 p.m. This annual event is used
as a vehicle to educate parents, prepare students for school and college and
provide needy families with FREE backpacks donated by Office Depot
Foundation, including school supplies donated by the Cox Kids Foundation and
Bridgepoint Education.

³The conference began with 100 kids and families to an expected 3,000 this
year,² said Zoneice Jones, president and co-founder of PAZZAZ, Inc. and New
ERAA. ³With the support of the San Diego Unified School District, Office
Depot Foundation and the New ERAA Planning Committee, last year we passed
out backpacks loaded with school supplies to more than 2,000 children. We
hope this number continues to grow as we prepare families for a successful
school year.²

This is the sixth consecutive year that the Office Depot Foundation has
donated backpacks for the New ERAA event. ³The Office Depot Foundation is
proud to support PAZZAZ and the New ERAA Back to School Conference and
Festival by donating backpacks once again this year,² states Foundation
President Mary Wong. ³Parents and teachers alike tell us that these
backpacks truly help children to build self-confidence, boost self-esteem
and achieve greater success in the classroom ­ all as a result of being
properly prepared for school. We are pleased to know that we can help to
make a difference in San Diego."

For the second year, the backpacks will include much-needed school supplies
donated by the Cox Kids Foundation and Bridgepoint Education. The Cox Kids
Foundation is the philanthropic arm of Cox Communications that provides
funding for organizations and programs that benefit San Diego youths and
their families.

This all-day event is for parents and students kindergarten through 12th
grade. Conference attendees will participate in educational workshops
addressing issues concerning college admission, school preparation, and
healthy eating among others, followed by a Rally for Education including a
festival with live entertainment, FREE food, career counseling, health
screenings and more. Conference registration begins at 7:00 a.m. followed by
the festival at

WHAT: News conference with Bill Kowba, Superintendent, San Diego Unified
School District, discussing school fee issues.

DETAILS: Supt. Kowba will discuss recent news reports and a letter from the
local American Civil Liberties Union chapter regarding student fees, supply
lists and other items that students have been asked to purchase. San Diego
Unified has been working with its principals, teachers and staff for several
months to ensure they understand that fees cannot be charged. In addition,
Supt. Kowba will discuss how parents can have questions answered and express
any concerns.

NEWS RELEASE -- Class of ¹10 to End with Summer Commencement

NEWS RELEASE from the San Diego Unified School District, August 5, 2010

CLASS OF '10 TO END WITH SUMMER COMMENCEMENT

Ceremony Includes Students from Throughout District

SAN DIEGO -- High school seniors who hadn¹t fulfilled graduation
requirements in time for June ceremonies with their high school class will
take the graduation walk at 2:30 p.m. tomorrow at Kearny High School in San
Diego Unified's annual Summer Commencement Ceremony.

³Many of these students -- and their families -- thought they would never
have a chance to wear the cap and gown, have their name announced and take
part in this tradition," said Superintendent Bill Kowba, who will be the
speaker at the ceremony. "This shows the great dedication and perseverance
on the part of these young men and women."

Students from all of the district¹s 18 high school campuses will
participate. Each student¹s name, as in the traditional ceremony, is read
aloud, and students wear the caps and gowns in their school's traditional
colors. The ceremony will be in Kearny's auditorium, 7651 Wellington St.
(92111).

Seniors who participated are those who may not have passed the California
High School Exit Exam in time for June graduation, or needed summer school
to pick up credits needed to graduate.

This is the fifth year that the district has held the special summer
ceremony. Before this late-summer ceremony was established, students would
eventually receive a diploma but wouldn¹t be able to participate in a
graduation ceremony.

High school graduation requirements include 44 semester credits, a 2.0 or
higher grade point average, science and math course requirements, completing
a senior portfolio and passing the exit exam.
