San Diego Unified School District schools are hosting a variety of holiday celebrations and community events throughout December, showcasing the district's commitment to bringing families together during the season. These events reflect San Diego Unified's dedication to fostering strong community partnerships and ensuring all students and families experience the joy of the holiday season. From student-led initiatives to collaborative partnerships with community organizations, these celebrations demonstrate the power of coming together to support one another.

Below are a few of the upcoming events happening across our schools:

Clairemont High School Winter Wonderland
WHEN: Friday, December 12, 2025, 4:30-6:30 p.m.

DETAILS: Celebrate the holidays with Clairemont's Associated Student Body featuring decorations, face painting, games, food and beverages, followed by opening night of the fall play, "Suzi Scrooge!" 

Corvettes & Coffee Toy Giveaway
WHEN: Saturday, December 13, 2025, 12:00-1:00 p.m.
WHERE: Encanto Elementary School,  822 65th St, San Diego, CA 92114
DETAILS: Following a toy drive at Dave & Buster's, Corvette owners will caravan to Encanto Elementary to distribute toys to students, bringing holiday cheer to the community.

Chollas Mead Winter Holiday Toy Giveaway

SAN DIEGO (DECEMBER 10, 2025) – The San Diego Unified Board of Education selected District D Trustee Richard Barrera to serve as its next President, and District A Trustee Sabrina Bazzo to serve as its Vice President.

 

After Wednesday night's selection of new Board officers, Superintendent Fabi Bagula, Ph.D. said, "I am genuinely excited to welcome our incoming Board President and Vice President. Their vision, commitment, and deep care for our students will help guide our district in the New Year. We are truly fortunate to have leaders—past and present—who place students at the center of everything we do."

 

Trustees Barrera and Bazzo will serve in their new posts for one year. Cody Petterson is the outgoing President of the Board of Education. New Board officers are selected annually.

Board of Education Passed Resolution for Disability Awareness Month Ahead of Outlining 

a New Effort to Fight for more Special Education Funding as Part its Legislative Agenda

 

SAN DIEGO (DECEMBER 10, 2025) – San Diego Unified School District's legislative priorities in the New Year (2026) will focus on the push to advocate for fully funding special education amongst the eight priorities areas. The Board of Education on Wednesday night unanimously approved the district's legislative priorities 2026.

 

"We have a variety of needs that we must advocate for at the State and Federal levels, but the greatest of them all right now is drumming up support to fully fund special education," said Superintendent Fabi Bagula, Ph.D., San Diego Unified School District. "This challenge extends far beyond San Diego. The chronic underfunding of special education is a nationwide issue and districts across the country. We will work to ensure our efforts generate ongoing financial support."

 

Along those lines, it's important to point out the Board of Education on Wednesday also passed a resolution introduced by Trustees Shana Hazan and Sharon Whitehurst-Payne recognizing December as Disability Awareness Month, which comes on the heels of Superintendent Bagula and a coalition of special education advocates announcing on Tuesday a multipoint strategy to  fight for more funding and fix systemic special education challenges (View the announcement at this link).   

 

Trustee Hazan said, "Fifty years after the Individuals with Disabilities Education Act was passed, the promise our nation made to children with disabilities remains unfulfilled. Every day, we see students' needs growing while the systems meant to support them are stretched beyond what current funding allows. Disability Awareness Month is more than a recognition — it's a call to action. If state and federal leaders are serious about supporting children with disabilities, they must finally step up and fully fund special education. Every student, in every school, deserves nothing less than the opportunity to reach their full potential."

 

With regards to Special Education, San Diego Unified will advocate for the state of California to make Investments in behavioral health supports and early interventions; and Federal advocacy will include working to secure increases in Individuals with Disabilities Education Act (IDEA) funding. 

 

Special Education services cost San Diego Unified more than $400 million annually. Yet, the school district only receives about $125 million from state, federal, and local sources. The remaining $275+ million must come from the district's general fund. This is not sustainable.

 

Other areas of state and federal advocacy San Diego Unified will pursue in 2026 include:

 

Strengthen Equity-Focused Investments 

  • Adequately fund the Local Control Funding Formula (LCFF) cost-of-living adjustment. 
  • Strengthen the LCFF formula to more equitably reflect student needs

 

Prioritize Student Safety 

  • Seek local, state, and federal funding and collaboration to ensure students are safe en route to school and on campus, so they can focus on learning. 
  • Physical safety is a prerequisite for students to learn and thrive at school

 

Support Success of English Learners

  • Support policies that remove barriers to reclassification for English Learners. 
  • Advance policies to ensure English Learners have equitable access to an enriching, meaningful, and choice-filled high school experience.

 

Support Military-Connected Students 

  • Increase federal Impact Aid funding to support military-connected students. 
  • San Diego Unified receives ~10% of the Impact Aid funding it would be entitled to if the program was fully funded. 

 

Protect Federal Title Programs

  • Preserve Title I and Title III which support low income, English Learners, and immigrant students.

 

Maintain Education Programs at Federal Department of Education

  • Only the Department of Education has the technical expertise and experience to successfully administer education programs in order to provide stability, funding, and resources to school districts, educators, students, and families.

Underfunding of Special Education from Federal and State Governments Puts Financial Strain on District
Superintendent Announces Special Education Challenges School District Will Tackle

SAN DIEGO (DECEMBER 9, 2025) – San Diego Unified School District leaders, parents, students, and advocates joined together today to announce their vision for the future of special education for the school district, efforts to fight for more special education funding at the state and federal levels of government and work collaboratively to fix systemic challenges that have faced special education and affected student outcomes for decades. 

During a press conference Eugene Brucker Education Center, Superintendent Fabi Bagula, Ph.D. outlined the vision for the future of Special Education at San Diego Unified, which includes solidifying continuum of services and supports for students, including those with disabilities, Multi-Tiered System of Support (MTSS), and improved early intervention practices. 

"Our Special Education system has been strained for decades, and our families, educators, and students deserve better," said Superintendent Fabi Bagula, Ph.D. "While underfunding remains a major barrier, we are owning our responsibility to fix decades-long systemic challenges that are within our district's control. We will continue the work we have already started to stabilize our special education staffing, strengthen support for educators, and build systems that will last. But we cannot do this alone—federal and state leaders have a legal and moral obligation to honor their promises to our students.

We are redesigning our system with one purpose: to ensure every student with a disability has access to meaningful learning, timely support, and a safe, inclusive environment."  

With the support of San Diego Unified's Executive Director of Special Education Angelia Watkins, Ed.D., the Chair of the Community Advisory Committee for Special Education Sarah Kieffer, and several Board of Education Trustees, including Richard Barrera, Cody Petterson and Shana Hazan, Superintendent Bagula introduced a list of systemic challenges they will tackle, including:

  1. Address Underfunding of Special Education by the Federal & State Governments
    1. Advocate for the state of California to make Investments in behavioral health supports and early interventions; and our Federal advocacy will include working to secure increases in Individuals with Disabilities Education Act (IDEA) funding. 
  1. Develop Strategies for Inclusive Practices and Meaningful Access 
    1. Next year place a greater emphasis on teamwork between general education teachers and special education teachers to improve coordination
  1. Build Stronger Transition Planning and Pathways for Special Education Students
  2. Develop a new approach by working with our Office of Graduation and community partners.
  3. Solidify Continuum of Services for Students with or without Special Education Needs
    1. Work to strengthen early support and prevention so students get help before learning gaps widen or behavior concerns increase by better leveraging staffing resources. 
  1. Overhaul Educator Credentialing to Allow More Flexibility for serving Students with Special Education Needs 
  2. Solve Over-Identification of Students for Special Education Services
    1. Work to ensure that we have appropriate referrals and identification of students for special education services. 

 

Other improvements the district will work on are: 

  • Challenge the Doctor Prescription Process for Individualized Education Plans (IEP) 
  • Improve Data Systems to Track Progress of Special Education Students 
  • Enhance Site Safety Plans for Special Education Students 
  • Address Educator Turnover / Burnout 

"Our families deserve a special education system they can trust—one that identifies needs accurately, communicates clearly, and delivers services without delay," said Watkins. "We are rebuilding foundations that should have been strengthened years ago. The commitment across the district is real, and we are already seeing positive results."

"That's why we're here to support them, this partnership between district leaders, educators, and families is so important," said Kieffer. "We can—and we will—push for change at the state and federal levels. And we will work hand in hand with each other to strengthen the system inside our district. Our children deserve the education they were promised and today, I see leadership willing to build that system." 

Over 18% of San Diego Unified students have an Individualized Education Program (IEP) and receive special education services, one of the highest rates in California. While the number of students requiring services has surged over the last decade, federal special education funding has not kept pace. The district receives approximately $125 million annually from state and local funding sources, which also includes just $30 million from the Individuals with Disabilities Education Act (IDEA). When Congress passed the IDEA, it promised to fund 40% of the excess cost of special education. That promise has never been kept, not once in its nearly 50-year history. 

While the district is taking major steps to improve internal systems, underfunding remains a major barrier. Federal law mandates special education services but has never fully funded them, leaving districts nationwide to absorb massive budget shortfalls. San Diego Unified is underfunded by more than $300 million each year—forcing the San Diego Unified to backfill the gap with other educational dollars.

"Without strong and consistent federal and state funding for special education, our students are the ones who bear the burden—and that is unacceptable," said Barrera.  "Every student deserves the support that allows them to learn, thrive, and be seen. I am committed to fighting for the resources our educators and families need, and I will not step back until every student gets the services they are owed."

In 2023, Dr. Bagula appointed a new Executive Director of Special Education to stabilize the department and begin to gameplan addressing long-standing issues. Since then, the district has launched a series of initiatives aimed at strengthening support for students, educators, and families. 

The announcements made on December 9, 2025 will build upon actions that have already been taken, including: 

1. Addressing Special Education Staffing Shortages

  • Expanded San Diego Unified's paraeducator-to-teacher pipeline via "grow your own" programs
  • Offered reimbursement for general education teachers pursuing special education credentials
  • Developed intern partnerships with local universities

2. Improving Early Behavioral and Social-Emotional Supports

  • Implemented Pyramid Model training for TK, kindergarten, and early childhood educators
  • Added Behavior Support Resource coaching cycles at school sites
  • Increased elementary counselor staffing to expand social-emotional support

STUDENTS LEAD FOURTH ANNUAL RUBY BRIDGES WALK TO SCHOOL DAY

Gage Elementary, Pershing Middle, and Patrick Henry High Join Forces to 

Celebrate Courage, Inclusion, and Community

 

SAN DIEGO (NOVEMBER 12, 2025) – Hundreds of students, families, and community members from Gage Elementary, Pershing Middle, and Patrick Henry High School will come together on Friday, November 14, for the fourth annual Ruby Bridges Walk to School Day—a student-driven event celebrating courage, inclusion, and the ongoing pursuit of equity in education.

At approximately 7:20 a.m., students dressed in purple shirts and carrying lunchboxes will begin a symbolic walk to school in honor of Ruby Bridges, who, at just six years old, became the first Black student to integrate an all-white elementary school in Louisiana in 1960 (Map).

The annual event continues to grow and organizers anticipate as many as  400 attendees will participate. The walk brings together students across grade levels to promote unity and celebrate diversity through student-led reflection, art, and conversation. 

“Ruby Bridges’ story reminds us of the power of courage, empathy, and the importance of how the decisions of adults can affect our children’s innocence and wellbeing, “said Superintendent Fabi Bagula, Ph.D., San Diego Unified School District, who plans to attend this year’s event. “Our students are honoring her legacy by leading this celebration and carrying her message of inclusion forward in their own schools and communities.”

This collaborative event is part of a broader effort by San Diego Unified to empower students to take an active role in building inclusive school environments and strengthening community connections. Schools across San Diego Unified, including Hamilton and Ibarra Elementary, will join the Ruby Bridges Walk to School Day to honor her courage and legacy of inclusion.
