San Diego Unified and the San Diego Education Association Reach Tentative Agreement

 

San Diego Unified and the San Diego Education Association (SDEA) have reached a tentative three-year agreement that decreases class sizes, increases teacher preparation time, places additional staff at high-need schools, and adds more counselors and special education support.  The agreement also establishes a collaborative process to develop a professional growth-focused evaluation system.

 

To become final, membership of the SDEA and the Board of Education must ratify the agreement.

 

“I want to express our gratitude to our educators for their dedication to our students and for the sacrifices they made in past years that allowed us to balance our budget while staying focused and committed to our educational mission during multiple years of severe budget cuts in California,” said Superintendent Cindy Marten.

 

“Our educators dedicate their lives in service to our students.  This investment in our students has resulted in many positive outcomes including four consecutive years of having the second-highest graduation rate among California’s large urban districts, and the lowest drop-out rate.  We need to invest in our teachers to improve upon these gains, and provide a world-class education for all students,” she added. 

 

The tentative agreement includes the following:

 

• A wage increase of 1% retroactive to July 2014; 4% increase effective July 1, 2015, and a reopener for the third year of the contract after the 2016-17 state budget is approved
• Fully funded health benefits
• Lower class sizes – 24:1 average in transitional kindergarten through third grade classes with a 22:1 allocation in high-needs schools, and a 35 student maximum in grades 4-6 by the 2016-17 school year
• An additional full time certificated staff member for schools that have high percentages of students who are English language learners, foster youth, or living in poverty, ensuring that students with the greatest disadvantages have additional resources
• Additional counselors and special education support at high needs schools
• Increased preparation time for elementary educators
• A thorough study of the special education program, its delivery of services, and the utilization of special education staff, conducted by a mutually agreed-upon third party, to include input from a balance of stakeholder groups
• The establishment of a joint committee to research existing evaluation models and develop an evaluation process focused on professional growth
• Fully funded Beginning Teacher Support and Assessment (BTSA) intern program during the term of the agreement
• A retirement incentive for eligible educators who retire at the end of this year

The three-year agreement comes as California’s budget is beginning to improve, although funding for education remains below 2007-2008 levels.  Education Week’s most recent annual “Quality Counts” report cites California as among the lowest in state per-pupil funding, ranking 46^th out of 50.

 

“Today’s agreement allows us to recognize and honor our educators,” said Marne Foster, President of the Board of Education.  “Their contributions are significant and appreciated.”

 

Both Marten and Foster cited a continued sense of urgency in advocating for proper and equitable education funding from Sacramento.

 

“We will work side-by-side with our educators, our families, and other stakeholders in this ongoing dialogue,” said Marten.  “Our schools deserve nothing less.”

 

A vote by the SDEA membership to ratify the agreement will be held later in May.  The agreement is expected to go to the Board of Education for approval on May 26.

Graduation rate rise, dropout rate decline continues five-year trend in San Diego Unified

 

San Diego Unified School District once again has the lowest dropout rate and second highest graduation rate in 2014 among the state's largest districts according to statistics released today by the California Department of Education. The district wide dropout and graduation rates surpassed both the statewide and countywide percentages.

 

With the Class of 2014 results, the dropout rate continued its decline maintaining the district’s status as having the lowest rate among large, urban districts in California. The 2014 dropout rate was 4.5 percent, a 0.7 percentage point decrease from 2013. Rates in other large, urban school districts ranged from second-place Sacramento with 5.3 percent, to Oakland with 24.1 percent. The statewide percentage was 11.6 and the countywide percentage was 9.7. 

 

San Diego Unified also remains the district with the second-highest graduation rate among large urban school districts in California. Among the district’s 7,096 students in the 2014 cohort—students who started high school together in 2010—89.6 percent of the seniors graduated. That is an increase of 1.7 points from 2013. Only Garden Grove Unified School District had a higher rate, narrowly edging out San Diego Unified with 89.7 percent of its 3,644 student cohort graduating. Sacramento, with 85.1 percent of its 2,802-student cohort was third. The statewide 2014 graduation rate was 80.8 percent and countywide was 79.6 percent.

 

“As part of our Vision 2020 to create quality schools in every neighborhood, we made a promise and commitment to the community to advance and accelerate student achievement, to improve graduation rates and to decrease the dropout rate. To once again be at the top among the state’s largest school districts in these important areas is an incredible validation of the hard work and commitment of our teachers, staff, families and students to ensure all students will graduate with the skills and knowledge necessary for academic and career success," said Superintendent Cindy Marten. "The data show that our high expectations for all students are being met and that we are on the right course to make even greater progress across all student groups.”

 

Graduation rates between ethnic groups continued to narrow, although there was still a gap. The increases in the 2014 graduation rates for African American and Hispanic students groups, compared to 2013, were 3.8 and 3.4 points respectively. These increases in graduation rates doubled the district overall rate increase of 1.7 points from 2013 to 2014.

 

Although graduation rates for English Learners, students with disabilities, and socioeconomically disadvantaged students are much lower than the district-wide rate, the one-year increase in graduation rates for English learners was 5.5 points., students with disabilities was 6.8 points, and socially disadvantaged was 2.5 points.

 

Since 2010 when the first cohort dropout rates were released, the rate for African American students has dropped by 57 percent, the rate for Hispanic students has dropped by 42 percent, and the rate for English Learners has dropped by 37 percent.

 

"To see our graduation rates continue to rise at the same time we are raising academic standards is a testament to the hard work of our students and our staff, and, as a Board, we could not be more proud," said Board of Education President Marne Foster. "We will continue to focus on providing a world-class education and ensure equity, access and success for all students.”

 

Marten and Foster cited programs and interventions that have been successful in making sure students stay in school and graduate: the Check and Connect program, graduation coaches at all high schools, expanded summer school, San Diego Community College District partnership, online learning interventions, Linked Learning Initiative, and the College Career and Technical Education pathways program.

Military Children Learn Healthy Eating Habits through Gardening Thanks to DoDEA Grant

What:
The San Diego Unified School District received a $2.5 million, three-year Operation Learn and Thrive grant from the Department of Defense Education Activity (DoDEA) to help more than 3,000 students in five elementary schools learn about good nutrition and raise English Language Arts proficiency. Under the grant, school gardens were created at Angier, Chesterton, Hancock, Miller and Mason. All of these schools have a high percentage of students from active-duty military families. More than 1,171 students in grades 2, 4 and 5 receive monthly instruction from a UC San Diego Center for Community Health instructor that teaches healthy eating habits through educational, garden-based lessons. The Operation Learn and Thrive grant is administered by San Diego Unified School District's Office of Children and Youth in Transition.

Why:

· April is the Month of the Military Child. This awareness month was established to underscore the important role children play in the Armed Forces community.

· More than 6 percent of students enrolled in the San Diego Unified School District are military dependents. Some struggle academically or socially due to frequent transfers, and many do not have access to healthy foods on a regular basis. Operation Learn and Thrive teaches children how to grow their own food and empowers youth by promoting overall wellness through outdoor, hand's-on lessons.

· An estimated 2 million children in the past decade have experienced stress related to deployment, according to the American Academy of Pediatrics. Childhood obesity and literacy problems are national, but can be even greater challenges for military dependents, "our youngest heroes."

· San Diego is home to the nation's largest concentration of military personnel - with more than 100,000 active duty service members.

NEWS RELEASE FROM SAN DIEGO UNIFIED SCHOOL DISTRICT, April 23, 2015

 

District Teachers of the Year announced for 2015

 

Michelle Yepiz from Zamorano Fine Arts Academy, Brenda Mueller from De Portola Middle School and Dr. Ronald Lancia from Mission Bay High School have been named San Diego Unified School District's Teachers of the Year for 2015.

 

These three devoted educators will be honored at the Day of the Teacher celebration scheduled for Tuesday, May 5, at 4:15 p.m. at Madison High School. More than 140 Teachers of the Year from individual school sites, District Teacher of the Year runners-up, Future Educator Scholars and Mashin and STEM scholarship winners will also be recognized.

 

“Great teachers make a positive impact on students by consistently creating learning conditions that allow students to meet success,” Superintendent Cindy Marten said. “These three individuals are skillful and passionate professionals who are not only dedicated to improving their own skills but also collaborating with colleagues to create the best learning environment for students. With enthusiasm and purpose, they make a difference every day in the lives of their students and in their school community.”

 

Yepiz, who teaches fifth grade, has been at Zamorano Elementary for 11 years. Her teaching method is an active and engaging style, and her enthusiasm to teach helps encourage her students to learn. In addition to teaching, Yepiz organizes an after-school theater class to expose her students to the arts and coordinates an annual school-wide musical.

 

“I firmly believe in educating the whole child,” Yepiz wrote in her application essay. “My philosophy centers on the idea that the arts are an integral part of education. The arts must be integrated into the curriculum, not as an addition, but as an enhancement to learning.”

 

Mueller has been a teacher for more than 15 years, 11 of them teaching science to seventh graders at De Portola Middle. Constantly honing her craft as an educator, she is currently a Noyce Master Teaching Fellow at San Diego State University. Mueller’s main focus in the classroom is to foster a safe environment in which students can participate in productive discussions and talk about their ideas.

 

“She is able to build strong relationships with her students while simultaneously commanding their best effort,” wrote De Portola Principal Ryan Brock. “Students flock to Mrs. Mueller and often speak of her friendly demeanor. Class observations show a high level of rigorous and demanding instruction. Brenda offers the best of both worlds (rigor and relationship), which makes for an incredibly powerful educational environment.”

 

Lancia has been teaching for 16 years, 11 of which have been at Mission Bay High where he teaches language arts, film, yearbook and AVID. He treats his student as individuals, and seeks to bring them together in collaboration.

 

He also developed a program called ACES, or the After-school Center for Excellence and Support, which offers students academic support across curriculum. For Lancia, the program represents four distinct areas of personal commitment.

 

“Hearts represents the importance of mentorship and service,” Lancia wrote in his application essay. “Clubs represents the club/community effect I deeply value. Diamonds signifies a balanced approach to academics, a notion I’ve appreciated since studying multiple intelligences. And finally, spades represents digging deeper one-on-one and building relationships.”

 

This year’s three runners-up are Mary Lou Baranowski from Lindbergh Schweitzer Elementary School, Simone Kincaid from Creative Performing and Media Arts Middle School and Shirley Miranda from Morse High School. All six candidates will go on to the county-wide Teacher of the Year competition, and will be recognized by the San Diego County Office of Education in October.

 

Every year, one teacher at each level – elementary, middle and high school – is selected as District Teacher of the Year along with a runner-up at each level. Nominees are first selected by their school sites, and then have the option to go through the application process, which includes writing essays, an interview and a classroom observation.

Dingeman Elementary Students to Host Earth Day Celebration

 

WHAT: The Green Team and other students at Dingeman Elementary in Scripps Ranch will host the third annual Earth Day celebration on April 22. The Green Team is a group of third-grade students on a mission to create a more sustainable campus and prove that kids can make a difference.

 

WHEN: Wednesday, April 22, 8:30 a.m.-3 p.m.

EVENT DETAILS:

- 8:30 a.m. – Opening ceremony with city officials, including Councilman Mark Kersey, representatives from the San Diego and mascot Bonita Blue Bin. Ret. Col. Bob Dingeman, the school’s namesake, is also expected to attend.

 

- 10 a.m. - 2 p.m. – Student rotations through a simulated Pacific Gyre Garbage Patch, a butterfly habitat, a booth on climate change, virtual state park tours, environmental crafts, recycled art projects, school wide planting and beautification projects, and smoothie and salad bar stations

 

-  2 p.m. – Closing ceremony and school-wide picture taking

 

VISUALS: City officials at opening ceremony, students interacting and engaging in sustainability and environmental education activities

 

BACKGROUND: The Green Team, led by teacher Sara Church, at Dingeman Elementary in Scripps Ranch has been working toward creating a more sustainable campus since 2012. Their efforts have been visibly impactful. They were made partners in ecology with the San Diego Zoo in 2012, and received an environmental award from the city for helping the mayor’s environmental department with its project to ban single-use plastic bags during the 2013-2014 year. Dingeman students believe that kids can make a difference, and are willing to educate and guide others to help our world become a better place.

*2 -- 21st Annual Taste of the Triangle 2015, 7-10:30 p.m. UCSD Faculty Club 9500 Gilman Drive (92093). "Reach for the Stars"- will be an evening of fun, food and fundraising for University City public schools. Enjoy food from 20 San Diego restaurants, over 100 silent auction baskets, live entertainment throughout the evening, and dancing underneath the stars.
