Point Loma High School Kicks Off 2012 Football Season by Dedicating New Turf Field and Weight Room

WHAT:  Point Loma High School is inviting students, parents, staff and community members to celebrate the completion of its new synthetic turf football field and new weight room as it kicks off the 2012 football season.

WHEN:  Saturday, Sept. 1; at 2 p.m. (see other times associated with visuals)

BACKGROUND: On November 4, 2008, nearly 69 percent of the voters in San Diego passed the $2.1 billion general obligation bond measure, Proposition S, so that San Diego Unified School District could repair, renovate and revitalize district schools. By law, bond funds cannot pay for teachers' or administrators' salaries.

New Weight Room
This project involved constructing a new 3,190-square-foot weight room and exercise facility at Point Loma High. The facility is located adjacent to the track and football field on land previously occupied by district portables that were demolished in 2008. The building is fully compliant with the American's with Disabilities Act, and all physical education classes and athletes at Point Loma High will use the new facility that features state-of-the-art equipment. The design and construction partners for this facility were gkkworks Architectural Services and M.A. Stevens Construction.

The $675,070 construction project was funded by Prop. S, while the new weight room's exercise equipment was funded by a $90,000 Jimmie Johnson Foundation Lowe's Toolbox for EducationT Champions Grant. Started by race car driver and San Diego native, Jimmie Johnson, the foundation is dedicated to assisting children, families and communities in need throughout the United States

Field Replacement  
This $1,434,196 project involves the replacement of the existing 11-year-old, 107,000-square-foot synthetic turf football field at Point Loma High. The new field includes new synthetic turf, game markings, and a new drainage and cleaning system. All physical education classes and athletes at Point Loma HS will be able to use the renovated field as well. The design/construction partner on this Prop. S project was Byrom-Davey Construction.

The tests document student skills in four subject areas, English language arts, mathematics, science and history/social sciences. Results are district-wide and by school.  They will overview the academic gains made by the district in 2012 and historical gains since 2008.

Parent Center in Old Town will Handle Requests for School Documentation Needed for Deferred Immigration Program

SAN DIEGO -- To help smooth the hundreds of requests it is receiving for documentation of school attendance, the district has designated its Ballard Parent Center in Old Town as the location for requests under the federal Deferred Action for Childhood Arrivals (DACA) program beginning Tuesday, Sept. 4. 

The center will only serve current and former students of the San Diego Unified School District and is located at 2375 Congress St. in Old Town. There is onsite parking available and it is served by the San Diego Trolley and MTS buses.

At the center, former students can apply to receive the documentation needed to apply to the U.S. Citizenship and Immigration Services Department for the program.

This service will not be available from the San Diego Unified School District until the office opens Tuesday, Sept. 4. The hours are 8:30 a.m. to 1 p.m. The process will no longer be conducted at the district headquarters. Some schools may accomodate requests for a fee.

According to the department, residents without documentation "who came to the United States as children and meet several key guidelines may request consideration of deferred action for a period of two years, subject to renewal, and would then be eligible for work authorization."

One of the guidelines is showing proof of school attendance. San Diego Unified staff will make every effort to provide former students with the documentation that may help them achieve this status with Citizenship and Immigration Services.

Applicants must bring an original birth certificate and photo identification and complete an application for the information. If the application is being made for another person, all the identification material must be presented, along with a letter from the individual authorizing the release of information.

Applicants should also know what years and the schools that they attended in the San Diego Unified School District. A list of those schools is online at http://www.sandi.net/schools .

There is no charge for processing and district staff will make every effort to provide the information the same day. For more information on the Ballard Center process, call (619) 209-4533.

NEWS RELEASE -- SD Unified Starts School Year as Statewide Leaders in Developing Healthier School Meals

SAN DIEGO UNIFIED STARTS SCHOOL YEAR AS STATEWIDE LEADERS IN DEVELOPING HEALTHIER SCHOOL MEALS

SAN DIEGO -- California schools will be implementing new healthier school meal standards this school year, and will be looking to creative ways to serve students fresh and tasty food.

One approach has come from the San Diego Unified School District. After debuting the food-court inspired SanDi Coast Café at middle and high schools in 2009, California's second-largest district has altered recipes and will be ensuring that students take the correct amounts of fruit, vegetables, grains and other staples required by the federal Healthy Hunger-Free Kids Act. Similar changes will greet elementary students at their Kids' Choice Café.

"The new guidelines are an opportunity to expand our existing menu of healthy offerings," said Gary Petill, San Diego Unified's Food Services Director. "Our team is focused on making sure we provide the best quality lunches, breakfasts and snacks for all of our students."

New options for the 2012-13 school year include Asian chicken salad and Asian tofu salad; vegetarian pizza with jalapenos, corn, olives and green peppers; vegetarian chili in a bread bowl; and corn and black bean salads. The popular Chicken Diego Wrap, a grilled chicken and vegetable wrap, is back on the menu.

Although San Diego Unified's menu has been lauded for its variety and healthy choices, the district's goal is to not only ensure its students are served today, but that they grow up making healthy choices. San Diego Unified serves more than 25 million meals a year.

"Today's high school seniors have had salad bars in their cafeteria since they were in second grade," he said. "We now have a whole generation of students who embrace healthy food and know how to make good choices."

The effort at high schools also includes more service locations to shorten lines and food court-style kiosks with different entrees at each station to reduce the "institutional" look to school food.

The district's food services continued its evolution in 2010 when the Farm to School program debuted. Part of a County of San Diego $16 million grant funded by the American Recovery and Reinvestment Act of 2009, Farm to School brings locally grown fruits and vegetables to students, along with farm tours and other activities that help kids learn where their lunch came from.

The challenge that districts face has brought The California Endowment to San Diego Unified, highlighting a school lunch program that has taken up the challenge of fighting childhood obesity.

"San Diego Unified has long been a leader in providing innovative and nutritious meal options to students," said Judy Larsen, Program Manager for The California Endowment. "At The California Endowment, we applaud their role as pioneers in ensuring that health happens in schools."

It's a challenge that all districts in the nation are facing, thanks to the federal Healthy Hunger-Free Kids Act, which was signed into law in December, 2010. The new guidelines, which were developed by nutrition experts at the Institute of Medicine, must be followed by all schools participating in the National School Lunch Program and School Breakfast Program. The new standards include:

-- Increased produce options, ensuring that students are receive both fruits and vegetables every day of the week.
-- A ban on unhealthy trans fats.
-- Portion size guidelines and calorie limits based on the age of children served.
-- Increased emphasis on whole grain products.
-- Limits on the types of milk served, with an emphasis on low-fat (1%) and non-fat varieties.
-- Reductions in sodium levels to be phased in over several years.

According to a recent study by the California Center for Public Health Advocacy, 38 percent of children in California are obese or overweight. Studies show that childhood obesity increases risk for heart disease, high blood pressure and a host of other serious chronic diseases. With California schools serving 810 million meals a year, and many students receiving roughly 40 percent of their daily nutrition from school meals, the new school meal guidelines have the potential to play a significant role in improving the health of California's kids.

In addition to lifelong health benefits, studies show that there is a strong link between good nutrition and academic performance.

"There's a good reason teachers advise students to eat a healthy breakfast before a big test. It gives kids energy and helps them focus," said Larsen. "If all kids ate healthy meals every day, it would make a real difference in classrooms across California."

The California Endowment knows that health happens in schools, and as part of the statewide "Health Happens in Schools" campaign, is raising awareness about the new meal standards and highlighting creative implementation in districts across the state. As part of the campaign, the Endowment is running radio and online advertisements in San Diego and other select markets throughout California promoting the new meal standards.

The advertisements also encourage parents to learn if their children qualify for free and reduced price school meals. Families with incomes up to 185 percent of the federal poverty level may qualify (approximately $42,000 for a family of four). An estimated 233,000 San Diego County students qualify for free or reduced price lunches, but many are not participating in the program. Increasing participation is a critical goal because school meal programs provide food to lower-income students who face food insecurity or lack access to adequate nutrition. NEW SCHOOL MENU GETS TASTE TEST FROM STUDENTS

WHAT: Student body presidents from around the San Diego Unified School
District will taste test new items on the cafeteria menu for 2012-13.

WHEN/WHERE: Noon, Tuesday, Aug. 28, Pacific Beach Middle School, 4676
Ingraham St. (92109).

DETAILS: The award-winning San Diego Unified School District cafeteria
menu is being revised due to new federal guidelines for school lunches.
The elected student leaders from San Diego Unified high schools will be
there to sample the new menu, which complies with the federal Healthy
Hunger-Free Kids Act of 2010.

The food court at Pacific Beach Middle School will be representative of
the service areas at high schools around the district. Although San Diego
Unified's school lunch menu has been known for its healthy alternatives
for several years (salad bars have been in elementary schools for a
decade), the new federal regulations mean recipes have been adjusted and
portions have changed for many menu items.

Officials from the California Endowment and local health advocates will be
on hand to join the students for lunch. The California Endowment is
supporting San Diego Unified's efforts in Food Services and the new
federal guidelines. It has chosen to highlight this program as an example
of how one district has given students healthy choices in the cafeteria.

NEWS RELEASE -- Board President Proposes New Bond Will Have Conventional Financing

NEWS RELEASE from the San Diego Unified School District, August 22, 2012

BOARD PRESIDENT EVANS TO INTRODUCE RESOLUTION THAT WILL LIMIT PROP. Z TO
USE CONVENTIONAL BONDS

SAN DIEGO -- Dr. John Lee Evans, president of the San Diego Unified School
District Board of Education will ask the Board at its next meeting to
ensure that Proposition Z, the district's bond proposal on the November
ballot,
will only use conventional bond financing, similar to a home mortgage.

Evans' resolution, which must be approved by a Board majority, would
prohibit use of the use of so-called capital appreciation bonds (CABs).
The next scheduled regular meeting of the Board of Education is Tuesday,
Sept. 4.

"In light of the recent focus on the use of CABs, I want to make the
intent of the Board and the policy of the District clear," Dr. Evans
stated. "I am putting forward a resolution that will clearly state that it
is the intent of the Board that Proposition Z will not use Capital
Appreciation Bonds."

Proposition Z should only employ conventional bonds, which function almost
identically to home mortgage; interest payments and principal retire the
debt on a current interest schedule, he added.

"The new tax rate included in Proposition Z will allow the district to use
regular current interest general obligation bonds," he said. "Therefore,
under Prop. Z, there should be no need for the district to make use of
Capital Appreciation Bond financing."

Proposition Z authorizes the District to raise and spend badly needed
funds for local schools, Evans noted, with all funds being raised and
spent locally.

Proposition Z will generate the revenues needed to pay off the bonds on a
"pay-as-you-go" basis. Under Evans' resolution, the District will use
conventional 20- to 30-year bonds and not 40-year CABs with deferred
payments that increase overall costs.

"We recently reached an agreement with the teachers union for concessions
to keep the teachers in the classroom and to balance the budget at the
same time." said Evans. He pointed out that the recent deal to save 1,500
teacher jobs followed the same pay-as-you-go principle. He stressed that
his resolution will apply this same fiscal discipline to the
implementation of Prop Z.

The Board placed Proposition Z on the November ballot at its July 24
meeting. It will generate local funding to build and renovate classrooms
and for technology upgrades for neighborhood and charter schools.

"Proposition Z must be open and transparent about both the expenditures
and the generation of local funds from the property tax assessment that
will support our local schools," said Evans. The measure includes annual
audits and an Independent Citizens Oversight for the public to have
certainty that bond funds will be spent as promised.

News Release--San Diego Unified School District Borrows $240 Million by Selling Tax and Revenue Anticipation Notes

NEWS RELEASE -- Aug. 17, 2012

San Diego Unified School District Borrows $240 Million by Selling Tax and Revenue Anticipation Notes (TRANs)

To cover the fiscal gap left by the lack of, and delayed, state funding, San Diego Unified School District sold $240 million Tax and Revenue Anticipation Notes (TRANs) for Fiscal Year 2012-13. The negotiated sale occurred on Aug. 1, and the TRANs were issued with two maturity dates: Jan. 31, 2013 for $155 million (Series A-1 Notes); and June 28, 2013, in the amount of $85 million (Series A-2 Notes).

Since Fiscal Year 2007-08, the State of California has been deferring revenue payments to San Diego Unified School District in order to manage cash flow challenges at the state level. These ongoing deferrals require the school district to seek higher short-term borrowing amounts through the use of TRANs from the financial markets.

Based on current projections, the estimated total deferred cash payments for July 2013 and August 2013 is $84 and $131 million, depending upon the result of the governor's November tax measure. When the school district recently adopted its budget for Fiscal Year 2012-13, it needed to overcome the state's cash deferrals and a 2012-13 budget deficit of $120 million. The deficit was reduced by collective bargaining negotiations and programmatic adjustments. The state deferrals are funded by a TRANs note and inter-fund borrowing.

"As a prelude to seeking the TRANs, the school district's finance team diligently pursued a rating review with Standard and Poor's," said Adam Bauer, principal of Fieldman, Rolapp and Associates and financial advisor to the school district. "As a result of the strategies applied to balance the budget and the district's firm commitment to its fiduciary responsibilities, the TRANs were assigned a short-term rating of "SP-1+", which is the highest short-term credit rating available. The district was able to achieve the highest short-term rating due to the district's strong underlying general credit characteristics, projected available Fiscal Year 2012-13 general fund balances at note maturity periods, and inter-fund borrowing sources."

"In recent years, many school districts have been using TRANs to offset the difference in timing of expenditures and receipt of revenue," Bauer explained. "Given the credit worthiness of the school district, the conservative nature of the borrowing, the set-aside structure, and the highest investment grade short-term rating, the district was successful in attracting investors to the notes. There was significant demand for the short-term maturity of January 2013, which helped to lower the rates and cost of borrowing. The TRANS will provide the school district the funding source to bridge the deferral period and manage the month-to-month cash flow requirements."

TENTATIVE AGREEMENT REACHED BETWEEN SAN DIEGO UNIFIED AND ADMINISTRATORS
ASSOCIATION CERTIFICATED UNIT ON 2012-13, 2013-14 CONTRACT REVISIONS

SAN DIEGO -- The San Diego Unified School District and the Administrators
Association San Diego (AASD) certificated bargaining unit have reached a
tentative agreement on revisions to the 2012-13 and 2013-14 school year
contracts that will help the district cope with state budget reductions.

The certificated unit of the Administrators Association, which includes
principals and vice principals, have negotiated a tentative agreement that
includes restoring last year's furloughs and deferring cost of living
raises in the current contract that where planned for the 2012-13 school
year. The agreement contains concessions similar to those included in
earlier agreements reached with the San Diego Education Association and
the San Diego Unified School Police Officers Association. Non-represented
management staff will also make similar concessions.

The AASD tentative agreement also includes additional furlough days that
would kick in should state tax ballot propositions fail in November. The
district estimates that with the contingency furlough, administrators
would contribute a proportional share of approximately $4.5 million to
help resolve the estimated $40 million of mid-year cuts facing the
district should the November ballot measure fail.

The membership of Administrators Association must now ratify the revisions
and the Board of Education must also approve the agreement. The Board of
Education will schedule the tentative agreement for final approval at a
September Board meeting, following the AASD ratification vote to be held
in August.

"This agreement with our principals and vice principals once again
demonstrates that our district is taking the right actions that will
ensure that we maintain a balanced budget for the 2012/13 school year,"
said Dr. John Lee Evans, Board of Education President. "We thank the
members of the Administrators Association for making the same sacrifices
that our teaching staff has agreed to so that we can preserve excellent
educational opportunities for our students."

"Our principals have had to cope with the devastating effects of shrinking
budgets over the last five years that impact their school operations," he
said. "They are all working harder to keep our schools focus on students
even as they, like our teachers, accept two more years of reduced pay.
This is another example of how our school leaders in the Administrators
Association make a priority of doing what's best for the kids."

The Tentative Agreement, which must now be ratified by the Association
membership contains the following elements:

-- Deferral of raises contained in current contract;
-- Agreement to a set number of furlough days for the 2012-13 and 2013-14
fiscal years; with additional furlough days to be added based on mid-year
cuts (tracking with the SDEA schedule);
-- A 1% increase to top salary step if either state tax measure passes in
November;
-- No layoffs in 2012-13 only;
-- 13 retirement incentives per year, with any unused from 2012-13 rolling
over to 2013-14 and increasing up to a maximum of 18 in 2013-14 if there
are positions eliminated that year;
-- Settlement of the priority consideration grievance and agreement to a
contractual side letter outlining the process for future implementation as
outlined in the most recent HR iteration.

WHAT: Announcement of tentative agreement between the San Diego Unified
School District and Administrators Association of San Diego City Schools
on revisions to the 2012-13 and 2013-14 school year contracts.

DETAILS: Board of Education President Dr. John Lee Evans will announce a
tentative agreement on changes to the Administrators Association 2012-13
and 2013-14 school year contracts. The tentative agreement mirrors
agreements approved earlier by the San Diego Education Association and San
Diego Schools Police Officers' Association. It includes deferral of pay
raises, continuance of the five furlough days, establishment of a health
care trust and a one-time retirement incentive for Association members.
The tentative agreement outlines additional conditions based on whether
the November Tax Initiatives pass or fail.

The Association is the bargaining unit for employees in ?number
administrative positions in the district, including principals and
non-teaching supervisors.
