SCHOOL BUS SERVICE ON NORMAL SCHEDULE
SAN DIEGO -- School bus service for the San Diego Unified School District is on its normal schedule today.
About 20 routes, involving fewer than 500 of the 18,000 students transported daily, are running 30 minutes to an hour late. District Transportation Department staff has called parents and guardians of affected students; parents/guardians can also call (858) 496-8460 if they have any questions. Furloughs of certain classifications of bus drivers are under way, however transportation staff is covering those routes with other personnel certified to drive school buses.
The delays today are caused by drivers calling in sick. According to Gene Robinson, Transportation Director, the illness rate today is lower than an average day.
An amendment to the Memorandum of Understanding with the bus drivers' union was approved by the Board of Education at Tuesday's meeting. That amendment allows for more flexibility in furlough days for drivers. All district staff has been taking furlough days this school year as a result of budget reductions.
School bus service is provided for only a portion of the 135,000 students in the San Diego Unified School District. Special education students and those students who attend schools other than their neighborhood campus -- such as Magnet, VEEP and those choosing to attend other schools under No Child Left Behind -- are eligible this school year under certain conditions. San Diego Unified does not provide bus service to a student's neighborhood school.

BOARD OF EDUCATION NEWS CONFERENCE ON "DOOMSDAY" BUDGET
WHAT: Board of Education members taking media questions on a budget for
the 2011-12 school year that includes an additional $35-$50 million in
reductions, on top of the $114 million already cut.

DETAILS: The Board of Education at Tuesday's meeting is scheduled to
discuss the "doomsday budget," in which the State of California tells
San Diego Unified to reduce its general fund budget by an additional
$35-$50 million for the 2011-12 school year. At the news conference,
Board of Education members will be available to answer questions about
proposed cuts, changes in the school year, staff layoffs and other
allowances that will be taken so the district can balance its budget for
next school year. In addition, Board members are expected to reflect on
the effect such cuts will have on student achievement, graduation rate
and learning among the next generation of San Diegans.

BOARD MEMBER SHELIA JACKSON CALLS FOR MORE ACCOUNTABILITY AND STABILITY AT LINCOLN HIGH; THANKS KPBS FOR ITS PROGRAM SHEDDING LIGHT ON LINCOLN HIGH HISTORY
SAN DIEGO -- San Diego Board of Education Member Shelia Jackson congratulated KPBS for its recent KPBS "Envision San Diego program, "Building Expectations: Portrait of Lincoln High School."
"This informative program provides us with a wonderful teachable moment for why accountability and stability is paramount to the success of Lincoln and other urban schools," said Trustee Jackson.
According to Jackson, the student achievement record at Lincoln High's stems from the fact that the Gates Foundation, American Institutes of Research (AIR) and the executive staff of the San Diego Unified School District (SDUSD) were not held accountable for the success of the small school model at Lincoln High School. The Gates Foundation gave millions to the SDUSD to experiment with small schools. In Lincoln's case the school was designed and built as four individual schools on one footprint. The community dynamics and/or long term consequences were not considered. So as the experiment started to fail, Gates Foundation just walked away. AIR lined its pockets with over one-third of the funding provided by the Gates Foundation and formed a Lincoln advisory committee whose membership included a founding member of a nearby competitive charter school.
"There has been no stability in the oversight of Lincoln," said Jackson. "The SDUSD executive staff has changed the supervision of Lincoln more than three times in the last four years."
Jackson believes that the School Board commitment to community-based schools and the development of Area Superintendents has finally provided necessary accountability and stability needed for success at Lincoln and in the community. Jackson is calling on the community to join in her efforts to improve Lincoln High School by contacting other School Board members to ask them to support the current Area Superintendent model with Dr. Brenda Campbell and Dr. Shirley Wilson as our leadership team.

MEDIA ADVISORY -- Supt. Kowba to Discuss School Budget "Surplus" At Friday News Conference
SUPERINTENDENT KOWBA TO PROVIDE BUDGET UPDATE AND STATUS OF BUDGET REDUCTION

WHAT: Superintendent Bill Kowba will provide an update on the status of
recent layoff notices and the prospects for the 2011-12 budget. He will
respond to recent, inaccurate statements that the district is sitting on an
unused surplus that could be used to rescind teacher and other staff
layoffs.

DETAILS: Supt. Kowba will explain his strategy to balance the 2011-12 budget
using available revenues; this reduction makes staff and program cuts
necessary. He will also highlight the great uncertainties the district is
facing because of the failure of the state Legislature to agree on an early
budget solution. Had legislators followed the proposal by Gov. Brown, voters
in June would have decided on tax extensions that, if approved, would have
helped alleviate cuts to California¹s schools
In addition, the Superintendent will discuss allegations that there is
currently a surplus in the district budget for 2011-12, an amount ranging,
according to published and broadcast reports, from $57-66 million. Mr. Kowba
will show details from his March 10, 2011, Board of Education presentation.
At that meeting, the Board of Education approved a fiscal projection (Second
Interim Report), which reflected a $115 million general fund cut and
required significant staff reductions to create a balanced budget. In
addition, the plan makes use of one-time revenues from the Federal Jobs Bill
and from other 2010 revenues that will be carried over.
Unfortunately, during administrative hearings this week, inaccurate
information was circulated that claims that the District could use $57
million, shown as a set-aside in the Second Interim Report, to rescind
layoffs notices. In fact, these funds are already programed into the
proposed budget.

La Jolla Students Win National and State Competition for Creative Energy
Projects
Johnson Controls to recognize students at surprise celebration at La Jolla
High School
What: Join students, teachers, and school officials at La Jolla High School
as Adam Hersko-Ronatas and Jaena Han are named the 2011 national high school
and state high school winners of the Igniting Creative Energy (ICE)
Challenge, respectively. ICE is a national educational competition sponsored
by Johnson Controls that encourages elementary, middle, and high school
students to develop creative ways to be more energy efficient and become
better stewards of the environment.
Hersko-Ronatas developed a self-narrated video about building
weatherization, while Han created artwork that illustrates how people can
save energy and water each day.
As a national ICE winner, Hersko-Ronatas will receive a prize package,
including a trip to the United States Energy Efficiency Forum in Washington,
D.C., where he will share his winning entry with national leaders and energy
policymakers.
Both Hersko-Ronatas and Han will receive a solar backpack that can charge
most personal electronic devices, courtesy of Johnson Controls and the
National Energy Foundation.

WHAT: Community leaders gather at Bell Middle School to kick off a canyon
cleanup project and celebrate the progress of the Safe Passage program: a
unique multi-agency partnership designed to protect students from violence,
gangs, harassment and other criminal activity within the immediate perimeter
of the campus.

WHY: In the fall of 2010, a partnership consisting of representatives from
the school, the community, and several city and county agencies developed a
comprehensive action-oriented approach to boost safety around the campus.
Among the significant accomplishments:
-- Implementing student surveys and community assessments designed to
pinpoint and quickly address potential safety issues near the school
-- Utilizing the Crime Free Multi-Housing program to identify, solve and
prevent nuisance activities from occurring in apartment communities located
near the school
-- Conducting a Walk Audit to identify the issues that could impact
pedestrian and bicyclist safety for students and residents living around the
campus
-- Enlisting the Urban Corps and using San Diego Workforce Partnership youth
job training funds to clean up and restore the canyon path that students
access everyday ((The thick brush in the canyon has become a serious fire
hazard. Students have also spotted drug use in this area and some have been
jumped by alleged gang members along the path))

NEWS RELEASE -- THREE SAN DIEGO UNIFIED SCHOOLS ARE 'DISTINGUISHED'
THREE SAN DIEGO UNIFIED SCHOOLS ARE 'DISTINGUISHED'
SAN DIEGO -- The School of International Studies at the San Diego High Educational Complex is joined with charter schools Preuss School UCSD and the Albert Einstein Academy Middle School on the state education
department's list of Distinguished Schools for 2011.
Schools are selected based on their academic performance and success in losing the achievement gap. The annual award alternates between elementary and middle/high schools.
"All of us in San Diego Unified salute these schools for their high achievements," said Superintendent Bill Kowba. "From the students to the teachers and staff to the principal -- a job well done."
In Sacramento, State Superintendent of Public Instruction Tom Torlakson congratulated this year's honorees.
³Becoming a Distinguished School is a direct reflection of the dedication, hard work, and vision of each school¹s education community," said Torlakson. "They have succeeded despite a bleak economic environment and have
endeavored to maintain their momentum and focus.²
-- The School of International Studies at the San Diego High Educational Complex is one of the six small schools at the San Diego High Complex. Its focus is internationalism, which students explore in all courses. The school also offers International Baccalaureate classes along with the opportunity to attempt the IB diploma.
-- The Preuss School, located on the University of California San Diego (UCSD) campus in La Jolla, California, is a charter middle and high school dedicated to providing a rigorous college prep education for motivated
low-income students who will become the first in their families to graduate from college.
-- Albert Einstein Academy Charter Middle School is an independent charter school that has a instructional focus of German, Spanish and English immersion within the context of a rigorous academic instructional model. It is an authorized International Baccalaureate Middle Years Program World School.
The applicants were also identified by their success in narrowing the achievement gap that exists between higher-performing and lower-performing students. All applicants underwent a stringent selection process conducted by the California Department of Education with the help of many educators from across the state.

DETAILS: The FCC's 2011 "Learning On The Go" wireless pilot program has
granted nearly $1 million to support existing and expand 3G wireless
broadband service to sixth graders at eight schools and continue the
school-wide program at Innovation Middle School. More than 3,000 students
will be involved in the program. Schools receiving the assistance for the
2011-12 school year are Innovation in Clairemont, Millennial Tech Middle in
the Emerald Hills, Dana in Pt. Loma, Knox in Lincoln Park; Lewis in Allied
Gardens; Longfellow in Clairemont; Mann in City Heights; Pershing in San
Carlos and Wilson in Mid-City.
The grant will help further the district's i21 initiative, part of the
district¹s five-year plan to transform education through the integration of
technology. One barrier is the significant digital divide that exists beyond
the schools' site networks -- in students' homes without internet
connections or computers. This grant will loan students netbook computers
and a wireless, 3G connection so they can work from home, whether or not
their house has an internet connection. 3G networks are wireless networks
used by "smart phones" for internet connections.
Other districts receiving grants are located in Sioux City, Ia.; Watkins
Glen, NY.; New Rochelle, NY,; and Painted Post, NY.
San Diego Unified's i21 program is funded through Prop. S, the 2008 bond
vote approved by nearly 70 percent of eligible San Diego Unified voters.
Among its goal is to provide one computer for each student in grades grades
3-12.

ENVIRONMENT FOR ALL STUDENTS
Board to Consider New Bullying Policy Language; Support of AB 9, Seth¹s Law
SAN DIEGO -- The San Diego Unified School District Board of Education will
take another step forward in its commitment to provide all students and
staff with a safe learning environment at its April 12, 2011 meeting. The
Board will consider the district¹s proposed Bullying, Harassment and
Intimidation Prohibition policy language as developed by the Safe Schools
Task Force. The policy states the district will not tolerate any student or
staff member being bullied (including cyber-bullying), harassed, or
intimidated in any form at school or school-related events (including
off-campus events, school-sponsored activities, school busses, and any event
related to school business), or outside of school hours with the intention
to be carried out during any of the above.
The Safe Schools Task Force was established in October 2010 by the Board of
Education to develop a nondiscrimination policy that ensures a healthier
learning environment for all students, including lesbian, gay, bisexual,
transgender and questioning (LGBTQ) students. The task force is made up of
community members, district leadership, principals, teachers, counselors,
LGBTQ community advocates, elected officials and the faith community.
³The district and community have really come together to make the commitment
that all students will feel safe, welcomed and supported at school,² said
Superintendent Bill Kowba. ³Too many young lives across the nation have been
lost as a result of bullying, harassment and intimidation. I applaud the
Board of Education in taking a leadership role to create a comprehensive
policy that supports and protects both students and staff.²
Upon board approval of the proposed policy language, the Safe Schools Task
Force will begin developing the associated Administrative Procedure for
implementation in the 2011-12 school year.
"To truly create safe schools for all our students requires a concerted
community effort. The dedication and commitment of the Safe Schools Task
Force to the protection of all students has been extraordinary. This policy
will move our district forward in an important and positive direction, and
it would not have happened without the leadership of the Board of Education
and Superintendent Bill Kowba. We look forward to making this historic step
in partnership with the school district," said Dr. Delores A. Jacobs, chief
executive officer of The San Diego LGBT Community Center and co-chair of the
San Diego Unified School District's Safe Schools Task Force.
In addition, the Board of Education will consider a Resolution, put forward
by Trustee Kevin Beiser, in support of California Assembly Bill 9. AB 9,
also known as Seth¹s Law, would require school districts to establish
policies to prevent bullying, be responsive to complaints about bullying,
train personnel how to recognize and intervene in bullying, and make
resources available to victims of bullying. The bill is named after 13-year
old Seth Walsh who tragically took his own life after years of relentless
harassment based on his sexual orientation and gender expression.
³LGBTQ youth are still subject to harassment, intimidation and bullying,²
said Beiser. ³Seth's Law will tighten anti-bullying policies by making sure
all schools have clear and consistent policies, instituting better training
and clearer guidelines for teachers and administrators, and establishing
shorter timelines for investigating claims of bullying. AB 9 will help
create a respectful and safe environment for all students.²
