San Diego Unified, Government of Mexico Celebrate "Children's Day" with Partnership to Support Bi-National Students
District to partner with Mexican consulate and the Department of Education of Baja California
SAN DIEGO (April 28, 2017) - El Día del Niño (Children's Day) is an annual holiday celebrated in Mexico to honor and celebrate children. While it has been celebrated on April 30 in Mexico since 1925, the San Diego Unified School District is celebrating the special day for the first time on May 1 with the announcement of its cross-border education partnership with the Mexican consulate and the Department of Education of Baja California.
"Children traditionally receive presents on the Day of the Child in Mexico, and I believe this new partnership between San Diego schools and the government of Mexico will be a gift for the children we all serve," said Superintendent Cindy Marten.
The cross-border partnership between the three agencies will provide resources and support to bi-national families and students. San Diego Unified will identify three sister schools that will be first to participate in the cross-border programs.
The programs lead by the San Diego Unified family and community engagement team and the office of leadership and learning will include resources such as, cross-border curriculum support, U.S.- Mexico teacher collaborations, new arrivals student mentorship and welcome programs, parent workshops, and cross-border instructional visits.
The international partnership comes at an important moment for both countries, as the Mexican state of Baja California is welcoming large numbers of US-born students.Over the past six months, more than 1,200 U.S. born students between the ages of 6 and 15 have enrolled in schools in the state of Baja. The Department of Education of Baja California reports that there are currently 55,404 U.S. born students receiving their education within Baja California schools.
Parent deportation, financial distress, parent work schedules, and family emergencies are just some of the reasons students may be obligated to engage in a cross-border education. There are many cases where U.S. born students must leave their schools in the United States and enter into a school in which they do not speak or comprehend the language.
"We are seeing an influx of students transitioning back and forth from U.S. to Mexican schools and vice-versa, experiencing significant culture-shock that has a large impact on their education," said Baja California's Secretary of Education, M.A. Miguel Ángel Mendoza González.
San Diego Unified serves more than 130,000 students in pre-school through grade 12 and is the second largest district in California. The student population is extremely diverse, representing more than 15 ethnic groups and more than 60 languages and dialects.
"Diversity is one of our core strengths as a school district and a city, just as bi-national students make our schools stronger, it is our job to provide them with every opportunity to achieve educational success," said Superintendent Cindy Marten.
Continued Marten, "We live in a multi-cultural community where many of our bi-national families and students cross the border daily. Our mission is to provide equal opportunity for students to receive an education, as well as the skills and knowledge necessary to prepare them for full participation in the world of tomorrow – no matter on which side of the border they choose to live."
Marten further pointed to a recent article in the Times of San Diego<http://timesofsandiego.com/politics/2017/04/20/deportations-orphans-cares-children-parents-sent-away/> which shared the story of a student who was plunged into deep poverty and homelessness due to this particular type of situation. At just 11 years of age this American born student, whose parents were deported to Mexico, was forced to leave his school in the United States. In Mexico, he was not able to attend school and continue his education due to his inability to speak or read Spanish. This student's education was cut short because of the lack of resources available for him to transition successfully. A few years later he returned to the United States alone, but was so behind in school credits that he could not attend regular high school and completely missed out on an education.
"That is one example of why a partnership like this is so vital in today's climate, especially in a bi-cultural city like San Diego," Marten said. Our school district is proud to join forces with the Mexican Consulate and the Department of Education of Baja California to ensure that our students, regardless of race or cultural background, all have the opportunity to receive a quality education."

Legislation prohibits contracting with those providing services to the federal government for construction of a wall
SAN DIEGO (April 24, 2017) - On Tuesday, April 25, 2017, the San Diego Unified School District's board members will consider endorsing California State Senator Ricardo Lara's proposed Senate Bill 30 which would prohibit the state from awarding or renewing a public contract with any person who provides goods or services to the Federal Government for construction of a wall, fence, or barrier along California's Southern Border.
It is Senator Lara's belief that Senate Bill 30 will reaffirm California's longstanding commitment to America's values of inclusion, diversity, and freedom from oppression.
With an endorsement, San Diego Unified would send the message that its Board of Education believes a proposed border wall between California and Mexico would do serious economic, social and environmental harm to its students and the larger San Diego community.
The bill would require any federally funded infrastructure project along California's southern border that exceeds a cost of $1 billion and that would harm California's environment - such as endangered species of wildlife and river watersheds, or California's economy - through trade and tourism, to first be approved by a majority of the voters in a statewide general election.
If passed, Senate Bill 30 would go into effect on January 1, 2018 and prohibit the state from awarding or renewing any contract with any person providing services to the federal government for the construction of a federally funded infrastructure project wall, fence, or other barrier along California's southern border. As defined, that applies both at the time of bid or proposal of a new contract for goods or services, or at the time of the renewal of an existing contract for goods or services.
San Diego Unified's school board members are slated to discuss and vote on the matter at tomorrow evening's regularly scheduled school board meeting - 5 p.m. at the Education Center, 4100 Normal Street in San Diego.

On the agenda: visiting state leaders and calling for increased education funding
SAN DIEGO (April 20, 2017) – San Diego Unified School District Superintendent Cindy Marten will travel to Sacramento this morning to meet with state leaders on education funding. California is currently ranked 46th in the nation on per pupil funding, and San Diego Unified is one of many districts across the state facing a spending shortfall for next year.
"This is the best of times and the worst of times for schools across our state," Marten said. "We've seen amazing growth in the graduation rate and student academic achievement. At the same time, teachers and parents are frustrated to be facing large deficits, which threaten this progress."
Data released this month from the state Department of Education shows San Diego Unified has the highest graduation rates of any big-city district in the state. The district has also made strong gains in closing the achievement gap faced by persistently underserved students: Latino, African American and others.
"As education leaders, we understand what works for students, and results show San Diego Unified's strategies are working. This is not the time to cut corners on our students' success," Marten said.
While at the state Capitol, Marten will meet with the staff to Governor Brown, the California Department of Finance, and key staff to the Senate and Assembly Budget committees to discuss a myriad of issues including budgets, closing the achievement gap, and accountability. Marten praised the Governor and Members of the San Diego legislative caucus for their efforts to boost education funding.
The search for increased state education funding comes at an important time for school districts, which are hoping for higher education spending in the Governor's revised budget in May. Revenue results for the last month showed stronger than expected growth in state income tax returns, raising speculation further increases in state support for education is forthcoming.

San Diego Unified Achieves Highest Graduation Rate Among Large California Districts
SAN DIEGO – Today, the State of California released the official graduation rate data for the Class of 2016, and San Diego Unified ranked first among the top 5 largest districts – ahead of Los Angeles, San Francisco, Long Beach and Fresno. The state put the final graduation rate number for San Diego Unified at 91.2 percent – within a percentage point of the district’s own internal estimate or “on track” number released last spring.
“The students, parents and teachers of San Diego Unified should be immensely proud of this achievement. Not only did the Class of 2016 achieve the highest big-district graduation rate in the state, they did it while we raised the requirements to graduate,” said Superintendent Cindy Marten. “Our students have proven once again they will achieve more when we ask more from them.”
San Diego Unified has implemented a major reform initiative over the past decade, requiring schools to provide students with access to the A-G curriculum required for admission to the University of California and California State college systems. Last year – 2016 – was the first year San Diego Unified students were required to complete the A-G curriculum as a condition for graduation.
“This is a great day for the students, parents and professional educators in San Diego, and for all of us who believe in public education,” said Board President Richard Barrera. “The results our students achieved during the last graduation period are proof of what’s possible when we believe in our students and invest in public education.”
Education advocates also celebrated the San Diego Unified graduation rate, noting the district’s progress in closing the “achievement gap” between African American and Latino students, and the overall student population. The graduation rate for African Americans and Latino students in 2016 was 87.4 percent and 87.6 percent respectively.
“Across San Diego Unified, our students are achieving more and graduating at higher rates than ever,” Superintendent Marten said Our progress toward closing the achievement gap is proof that our parents and professional educators are creating a culture of excellence in every neighborhood school.

San Diego Unified Launches New Food Recovery Program; Donating 7,000 Pounds of Food for Community Hunger Relief Efforts
New program offers an avenue for leftover food from the school meal program to be diverted from the landfill to local organizations facing food shortages
WHAT: Just in time for Earth Month, San Diego Unified is announcing the Love Food Not Waste San Diego Unified School District food recovery and rescue program. This pilot program offers an avenue for leftover food from the school meal program to be diverted from the landfill to hunger relief efforts. In the month of February 2017 the pilot program rescued more than 7,000 pounds of food, equating to more than 5,900 recovered meals. (YTD: 25,500 recovered meals)
The Love Food Not Waste Program is a partnership between San Diego Unified and Feeding San Diego. Feeding San Diego coordinates with additional local partners, such as the San Diego Rescue Mission and a number of smaller organizations who are given the opportunity to pick up food surplus from San Diego Unified school prep kitchens.
The new program has already had a positive impact on the community at the Troy Center for Supportive Learning. The Troy Center for Supportive Learning is a care facility for adults with chronic mental illness and disabling conditions, and the high quality meal donations they are now receiving through the SDUSD Love Food Not Waste program has allowed them to use their limited funds to attend to other pressing operational needs that they had not been able to previously address.
In addition to its efforts to reduce the amount of food waste going to landfills, San Diego Unified Food & Nutrition Services is also ramping up efforts to provide teachers and school staff with healthy celebration tips and nutrition education. New online resources for healthy celebrations, healthy fundraisers, and healthy rewards as well as free nutrition education curricula are now available on San Diego Unified's Food & Nutrition Service's website.

San Diego Unified Students Present High School Honors Concert
WHAT: Student musicians from 12 San Diego Unified School District high schools will perform at the Jacobs Music Center Symphony Hall. Students will have a once-in-a-lifetime opportunity to play on the San Diego Symphony stage.
The students were selected by audition to perform major band and orchestral works under the direction of guest conductors Albert Jeung, Director of Orchestras in the Capistrano Unified Schools District and Dr. Shannon Kitelinger, San Diego State University Director of Bands.
The two performing groups, High School Honor Band and High School Honor Orchestra, include more than 100 students from Hoover High School, La Jolla High School, Mira Mesa High School, Mission Bay High School, Morse High School, Patrick Henry High School, Point Loma High School, San Diego High School, the School of Creative & Performing Arts, Scripps Ranch High School, Serra High School and University City High School.
Every year, San Diego Unified students present three Instrumental Honor Concerts, -- Elementary, Middle and High School, showcasing the high level of musical achievement of the students.
The San Diego Unified School District is proud of its commitment to arts education, and is thrilled to announce that several of the student musicians participating in Sunday's concert have been offered music scholarships to colleges across the nation.
Admission to the concert is free and open to the public.

Testing for lead in water at San Diego Unified schools started today; Testing to be completed by mid-June
SAN DIEGO –The City of San Diego began testing water for lead today at schools in San Diego Unified School District. It is anticipated that the water testing at district schools, and charter schools operating on district property, will be completed by mid-June.
The testing is made possible by a partnership with the City of San Diego. The comprehensive effort will take several months to complete due to the relevant regulatory requirements.
The safety and health of students and staff across San Diego Unified is the highest priority for the district. Therefore, the district will be using a geographic approach that provides the most efficient testing. Five schools will be tested daily, beginning in the southeast corner of the district where some of the oldest district schools are located. City staff will proceed north and west until all testing is complete.
Testing will occur before school begins to avoid any disruptions to learning. Up to five samples will be taken at each site. The sampling locations may include drinking fountains, cafeterias and food preparation areas. The city will analyze the water samples and notify the school district of the results. All results will be posted online as they are received.
If results indicate there is lead above allowable levels, district staff will determine the source of contamination and take appropriate action on a case-by-case basis (e.g., turn off water, replace fixtures and/or make plumbing repairs).
Background
Water for all San Diego Unified schools is provided by the City of San Diego Public Utilities Department. The city, as a municipal water provider, is required to comply with state and federal regulations and, as such, it conducts numerous water quality tests and produces related reports. The standards of quality for the water it provides are extremely high.
As a result of a December 20, 2016, permit action by the State Water Resources Control Board (SWRCB) Division of Drinking Water, all community water providers, including the City of San Diego, are required to test for lead in drinking water at K-12 schools.
District staff recently met with representatives from the Public Utilities Department to discuss this new program and inform city staff of our intent to request sampling at all district schools (including charter schools located on district properties), and to develop an implementation plan. The program outlined above is a result of those meetings.
San Diego Unified looks forward to working with the San Diego delegation of the California Assembly and Senate, to discuss how we can work collaboratively regarding safe, reliable and healthy water for families.
