News Release
San Diego Unified Transitions to Distance Learning on April 6, Full Implementation Set for April 27
Move saves academic year for students in state's second-largest district
Physical structures to remain closed until health emergency abates
Leaders repeat call for critical state aid to support continued learning
March 24, 2020
SAN DIEGO - The state's second-largest school district has announced plans to save the remainder of the academic year, while continuing efforts to protect staff, students and their families from the COVID-19 pandemic. San Diego Unified will return to instruction next month to guarantee students an opportunity to successfully complete the current academic year, even as physical school facilities will remain closed until public health officials determine it is safe for students to return to classrooms.
San Diego County and the nation continue to face an unprecedented health crisis due to the spread of COVID-19. The second local death from the virus was reported today.
"Even as our nation faces a health crisis, we can see the size of the education challenge ahead of us," said Board President John Lee Evans. "Students are missing out on valuable learning opportunities. The current situation is unsustainable and demands a solution. The solution we are announcing today allows our students to continue their academic journey without the fear of spreading the COVID-19 pandemic."
President Evans stressed the importance of academic continuity for all students, but especially for graduating seniors and their families. The schedule outlined today by the district will give members of the Class of 2020 the assurance they need that they will graduate, whether or not public health officials approve a return to in-classroom instruction.
The plan outlined by district leaders envisions a gradual return to academic instruction in several phases. Currently, the school district is providing online enrichment activities via the district website and a partnership with public broadcasting. That will change following the end of spring break, on April 6. At that point, teachers will begin receiving training for the move to online instruction, will work remotely with students who are able to participate, and will identify those students who are unable to take part. Work done during this time will not be graded for credit, but will contribute towards students' academic progress in the courses they are taking.
"Partnership and engagement between educators, parents and students will be the key to the success of this transition period," said Kisha Borden, President of the San Diego Education Association. "Educators understand any solution will not be a substitute for continued classroom learning, where students can benefit from experienced instruction. For that reason, educators will need to play a major role in managing the transition to distance learning for the duration of the COVID-19 crisis."
"We know our families are eager for their students to continue learning, and our teachers are eager to make that possible," said Board Vice President Richard Barrera. "The soft launch on April 6 allows teachers and students the opportunity for expanded distance learning, which will grow stronger through the continued collaboration of parents, professional educators and students. We understand how critical these improvements will be, because we know children learn best in a classroom with a qualified educator. This will be a short-term solution until we can return to that best practice."
A formal return to grading and instruction -- but not a return to the physical school environment -- is scheduled for April 27 for the 90 percent of all district students who attend schools on a traditional academic calendar.
As with students on a traditional calendar, the 10 percent of students in year-round schools will experience a soft launch of the new learning environment following spring break, which for these students ends on April 27. There will be a full return to graded instruction in year-round schools on May 11.
"From the start of the public health crisis, we have been clear about two main commitments: our students will have the chance to complete their academic year, and the opportunity to do so will be available to all of our students, no matter what challenges they face," said Superintendent Cindy Marten.
Marten stressed that much of the plan to provide all students with the technology they will need to succeed remains in development, but the district has a head start as students already have computers available for use in the classroom. Computers, however, cannot be the whole solution given the large number of students without wifi access at home and other students who are homeless.
The integration of both traditional calendar and year-round schools into the return plan is one of the many adaptive challenges schools will face in the weeks ahead, Marten said. San Diego Unified serves a diverse student population, including the second largest number of special education students in the state.
Superintendent Marten joined Superintendent Beutner from Los Angeles Unified yesterday to call for additional state support<https://www.sandiegounified.org/newscenter/node/2243> "consistent with the size of the challenge ahead, because school systems cannot adequately plan, with one hand tied behind our backs."
They also urged federal leaders to prioritize schools and students in all national recovery legislation. That call was echoed by the Council of Great City Schools yesterday, who sent a request for additional aid to the House<https://drive.google.com/file/d/1V-rN8zGpR5ZFYZ9jVnimTdTJTjejKjYj/view?usp=sharing> and Senate<https://drive.google.com/file/d/1-l8EJUk-Eig8T0w1cMpYsLKwfA09g_Vq/view?usp=sharing>.
"It is time to stop focusing on uncertainty and what we do not know. The one thing we know for certain is we have to serve 750,000 students, so let's get on with that," said Superintendents Marten and Beutner.

NEWS RELEASE: State’s Two Largest School Districts Call For Emergency State Appropriation to Public Schools To Meet the Moment in Response to the COVID-19 Health Crisis
News Release

Shannon Haber (LAUSD), 213-241-6766 March 23, 2020

State's Two Largest School Districts Call
For Emergency State Appropriation to Public Schools
To Meet the Moment in Response to the COVID-19 Health Crisis
Leaders from the state's two largest school systems, Los Angeles Unified and San Diego Unified, released a letter this morning to their state legislative delegations calling for a coordinated state response to the COVID-19 health crisis. Among the members of the two city's legislative delegations are both Assembly Speaker Anthony Rendon and Senate President Pro Tem Toni Atkins. Together, the state's two largest districts serve 750,000 students.
"From the moment that our two districts announced plans to close to prevent the spread of the COVID-19 global pandemic, our legislative leaders have been there to support our students," said Los Angeles Unified Austin Beutner and San Diego Unified Superintendent Cindy Marten in a joint statement. "They took bold action to save thousands of jobs by ensuring status quo funding for school systems across the state. Without that action, our economy would be in more trouble than we already face, and thanks to that action, we are able to focus on serving our children."
In the week following the decision to close, San Diego Unified provided online learning opportunities to last students through the start of spring break on March 27, and they served 50,000 meals to needy families. Los Angeles Unified is supporting students and families most in need by providing over 250,000 meals a day through more than 60 Grab & Go Food Centers and providing meals for Los Angeles City homeless shelters. Los Angeles Unified is investing $100 million to provide devices and internet access to all students and expanding training in online education for students, families and educators. San Diego Unified joined an effort that Los Angeles Unified launched with PBS a week ago, and over 100,000 people in the Los Angeles area are watching PBS learning shows each day.
"Knowing the incredible sacrifices our teachers and support staff have made already, it is time to acknowledge that much work lies ahead," the leaders continued. "Our schools and families have met this challenge so far with determination, but our students deserve much more, and we want to work with our legislative leaders to ensure each and every student can continue his or her academic journey."
Superintendents Beutner and Marten described the challenge as one of supply and demand. Continuing the current academic year under the new constraints of a distance learning model means meeting the demands of thousands of individual learners, who include English Learners, gifted students, homeless students and students with disabilities. Meeting those demands will require the wholesale retraining of a workforce that exceeds 40,000 educators and a supply of technology devices for all students to access at home, including those students without a home.
"Simply put, we face the largest adaptive challenge for large urban public education systems in a generation. Pick your metaphor: This is the moon shot, the Manhattan Project, the Normandy landing, and the Marshall Plan, and the clock is ticking," they said.
The leaders called on the Legislature to consider emergency state funding for school districts consistent with the size of the challenge ahead, because school systems cannot adequately plan "with one hand tied behind our backs."
"It is time to stop focusing on uncertainty and what we do not know. The one thing we know for certain is we have to serve 750,000 students, so let's get on with that."

NEWS RELEASE: San Diego Unified, KPBS, San Diego County Schools Collaborate on Initiative to Offer At-Home Learning Opportunities
News Release
San Diego Unified, KPBS, San Diego County Schools Collaborate on Initiative to Offer At-Home Learning Opportunities
March 16, 2020
SAN DIEGO - The San Diego Unified School District, KPBS and the San Diego County Office of Education have announced a plan to provide for continuity of learning for its students while schools are closed to help prevent the spread of coronavirus (COVID-19).
Launched on Monday, March 16, the initiative, “At-Home Learning: Where Children Matter,” includes a broadcast component with standards-aligned programming in blocks by grade level and a digital component with access to an online library of free PBS educational resources. Students throughout San Diego County will have access to these educational resources via television and online amid school closures.
“This collaboration provides students in San Diego Unified and throughout the county opportunities to continue their learning during this crisis with equity and access in mind,” said San Diego Unified Superintendent Cindy Marten. “I am grateful for this partnership that provides high-quality programing to students and teachers.”
The programming has been developed to help schools and districts bridge the digital divide and provide equitable access to learning for all students at home, regardless of access to internet or computers.
“Public media television is a public service that has the importance of children’s education embedded in its DNA. For 60 years we have been America’s classroom across all geographic boundaries, races, and income levels. Answering the call to ensure our TK through 12th grade young people have access to learning while at-home during this unprecedented time is critical to our mission and we are honored to be of service because at KPBS children matter,” said Tom Karlo, KPBS General Manager.
Recognizing that teachers, schools and districts are juggling a multitude of needs during this crisis, the schedule has been built to support all students with educational programming.
“It’s critical that learning continues for all students in this time of uncertainty,” said Dr. Paul Gothold, San Diego County Superintendent of Schools. “Schools may be closed but our responsibility to our students’ future remains. We can’t let students who have worked so hard lose that hard-won progress away from the classroom.”
The initiative has two components:
· Broadcast - KPBS 2 will broadcast 12 hours of programming selected to meet the TK-12 California educational standards. The programming will preempt normal KPBS 2 programming from 6 a.m. – 6 p.m. in blocks by grade level: From 6 to 8 a.m., grades TK through 3; from 8 a.m. to 1 p.m., grades 4 through 8; and from 1 to 6 p.m., grades 9 through 12.
· Digital - California students and educators have immediate access to an online library of free educational resources from PBS LearningMedia, including videos, associated lesson plans, hosted training sessions and self-guided how-to resources for teachers, that accompany PBS’s trusted programs and align with current classroom standards. The URL is ca.PBSlearningmedia.org.
San Diego Unified serves more than 103,000 students. Approximately 504,000 students attend public school in 42 districts and charter schools throughout the county.
“I have heard from so many teachers across the district who are determined to make sure this time is productive for our students,” said Kisha Borden, President of the San Diego Education Association. “Teachers know their students and they’re sensitive to the fact that every family and every school will have unique challenges ahead. Our goal is to make sure each and every student gets what they need.”
“At-Home Learning: Where Children Matter” is patterned after similar partnerships between public media TV stations and schools that have been forged across California, including PBS SoCal and Los Angeles Unified School District.
San Diego Unified decided to close schools through April 6 in an effort to stop the spread of coronavirus. Please check the district’s COVID-19 website for daily updates: https://sites.google.com/sandi.net/covid19
