San Diego Unified Approves $1.6 Billion Budget for 2020-21 School Year

$45 Million COVID-19 Emergency Fund Lays Foundation for Reopening Aug. 31

SAN DIEGO -- The San Diego Unified Board of Education unanimously approved a balanced budget for the upcoming school year. No significant layoffs or staff adjustments were required to balance the district budget this year. Highlights of the approved measure include a $45 million fund for COVID-19 emergency expenditures. District leaders said those funds will pave the way for reopening schools on schedule on Aug. 31, including options for on-campus and online learning.

 

“The unanimous vote this evening by the Board of Education reflects our collective confidence that we can open schools in a timely manner, on schedule, on August 31, with outstanding options for students who want to be on campus, as well as those who wish to learn from home,” said Superintendent Cindy Marten. “The COVID-19 crisis is the biggest adaptive challenge to public education of our lifetimes, and we are ready to meet the challenge.”

 

Superintendent Marten introduced the budget item by noting the numbers have improved since May when Gov. Gavin Newsom released his revised state budget. Working with the Governor and the entire San Diego Legislative delegation, school leaders successfully advocated for changes in the state budget, including:

 

  • Undoing a 10% cut to Local Control Funding Formula (LCFF) estimated at about $100 million as proposed in the 2020-21 May Revise and instead utilizing deferrals and federal advocacy to mitigate cuts;
  • Securing learning loss funds to cover COVID-19 costs and to support reopening of schools, which totaled $91.8 million for San Diego Unified;
  • Adopting a pension buydown of employer contribution rates for 2020-21 and 2021-22, and a CalSTRS pension rate freeze for 2020-21, which amounts to an estimated savings of $17 million for San Diego Unified in the next school year;
  • Advocating for special education funding based on the moderate-to-severe disability of students, which resulted in the allocation of $100 million for the low-incidence pool add-on that provides $2.4 million for San Diego Unified.

 

Members of the Board of Education also emphasized the need for continued advocacy at the federal level. They have called for the US Senate to follow the House of Representatives in passing the HEROES Act, which provides an additional $58 billion to schools nationwide.

California's Large School Districts Praise Final State Budget, Call on the Federal Government to fully fund the 2020-21 school year

Leaders of California's large school districts praised Gov. Gavin Newsom and the State Legislature for reaching a historic compromise to save the upcoming school year. The State Senate passed and Gov. Newsom signed the final budget bill today. The Superintendents of Los Angeles, San Diego, Long Beach, Oakland, and Sacramento City unified school districts had called for additional state funding to address both the costs of reopening and the impact of learning loss, especially among historically disadvantaged communities which are the most impacted by the coronavirus pandemic. Those measures were included in the compromise package announced earlier this week by Gov. Newsom, Senate Pro Tempore Toni Atkins and Assembly Speaker Anthony Rendon.

 

"In past economic downturns, declining state budgets have been balanced on the backs of our students. This Governor and Legislature have chosen to go a different way. We have been clear schools will need more money, not less, in order to open in the middle of a global pandemic. That is what has been achieved today: California has come together and used every lever at our disposal to reopen schools in the fall," said Los Angeles Unified Superintendent Austin Beutner, San Diego Unified Superintendent Cindy Marten, Long Beach Unified Superintendent Chris Steinhauser, Sacramento City Unified Superintendent Jorge Aguilar, and Oakland Unified Superintendent Kyla Johnson-Trammell.

 

Opening day is now less than 60 days away for many large districts, and school leaders said time is running out for federal leaders to pass additional aid to support the 2020-21 school year.

 

"State and local leaders have led the response to the COVID-19 crisis. California's school districts have responded heroically to the needs of the communities they serve, distributing free meals and free computers. Gov. Newsom and the State Legislature have done their part. Now, it is time for Congress to act. Local leaders cannot solve national problems alone. Washington, D.C. must be part of the solution," said Superintendents Beutner, Marten, Steinhauser, Aguilar, and Johnson-Trammell.

Construction Begins on First Elementary School in Mission Valley History 

 

June 25, 2020

 

SAN DIEGO - It is history in the making for Mission Valley, as years of planning come to life with the start of construction on the neighborhood’s first public elementary school. 

 

Located at the corner of Via Alta and Civita Boulevard, a new preschool through fifth-grade campus will serve residents living in the Civita residential development, as well as families living in the Mission Valley and Fashion Valley neighborhoods.  

 

“With more significant growth planned in the area, we must prepare for the influx of new families and students,” said Dr. John Lee Evans, Board of Education President. “This community deserves a quality neighborhood school.”

 

This new campus will feature next generation first-grade through fifth-grade classrooms with  roll-up doors that open to the outside, creating hybrid indoor and outdoor learning spaces. A two-story entryway building will house student services, a library, makerspaces, secure visitor check-in, and professional development spaces. What’s more, the campus will include dedicated play areas for preschool, kindergarten, and first-grade through fifth-grade students, as well as a versatile indoor and outdoor multipurpose facility.

The new elementary school will offer students an academic focus on environmental science, supported by a sustainable design that incorporates solar power, rainwater capture and energy efficiency.

 

“The rapid growth in Mission Valley is an opportunity to model a new vision for a San Diego Unified School,” said Superintendent Cindy Marten, “One that is future oriented, grounded in sustainability and with an innovative, flexible learning environment.” 

 

Near a transit line and featuring bike racks, the new campus is the result of years of planning and collaboration with Sudberry Properties, which is currently developing the former sand and gravel quarry into a pedestrian friendly, mixed-use community. 

 

Sudberry has been developing the community at Civita along with the Grant family, which owned the former quarry site since the early 1900s. 

 

“We’re excited to welcome San Diego Unified’s next-generation elementary school to Civita,” said Marco Sessa, Senior Vice President of Sudberry Properties. “The Grant family has an

unwavering commitment to education, and they have been a driving force behind the creation of this school. We are happy with this collaboration because we see education as a vital part of our live-work-play vision for Civita.”

 

The new campus will enroll up to 500 students. Construction is expected to complete in spring 2022. 

 

BACKGROUND:

The new school is funded through the voter-approved Proposition Z bond measure, state schools facilities funding, and developer fees. 

 

San Diego Unified School District’s capital projects are supported by the district’s Propositions S, Z and Measure YY, which are local bond measures approved by San Diego voters to repair, renovate and revitalize neighborhood schools. In addition to renovation and replacement, bond projects include classroom technology, facilities to support College, Career and Technical Education, classroom air conditioning, safety and security upgrades, and other facilities improvements at traditional and public charter schools throughout San Diego Unified.

Circus Celebrates Summer Meals at 26 San Diego Unified Meal-Distribution Sites 

 

June 24, 2020 

 

SAN DIEGO - The Fern Street Circus brought cheer to Clark Middle School on Wednesday to promote San Diego Unified School District’s summer meals program, which will continue at all 26 food distribution sites through the summer. 

 

Dressed in masks and circus costumes, acrobats and jugglers greeted  families and students in City Heights as they picked up their daily grab-n-go meals. The circus performances  were performed from a safe physical distance while students and families remained in their cars. 

 

“Whether we are facing school closures due to a pandemic, classes are in session, or students are out for summer break, our priority is to provide nutritious meals to any child in need,” said Gary Petill, Director of San Diego Unified Food and Nutrition Services. 

 

San Diego Unified opened meal-distribution sites  on March 16, the day COVID-19 school closures took effect. What started with eight meal sites grew to 26 in a matter of weeks, and what started with two meals a day grew to four meals a day. To date, San Diego Unified has served more than 2.5 million meals since district facilities closed to help stop the spread of the virus.. 

 

“The two million mark shows that this crisis has impacted so many of our students and families,” said Superintendent  Marten. “We have and will continue to provide students with healthy meals so that they can continue on a path of health, wellness and success.” 

 

Open Monday through Friday from 11:00 a.m. - 1:00 p.m., the drive-thru  and walk-up distribution sites serve free meals at all 26 locations. Children do not need to be present during food pick-up, but a student ID and/or photo of the child/children need to be shown.

While the district does not serve food on the weekend, it is distributing one extra breakfast and one extra lunch on each Thursday and Friday, allowing each child to receive two breakfasts and two lunches. The district is also serving evening meals Monday through Wednesday. Due to current COVID-19 guidelines, students and families may not congregate at food sites. 

 

“We are proud to continue serving these essential meals as well as additional food for families with the support of our partnering organizations, Feeding San Diego the San Diego Food bank and the Human Society/Paws,” Petill said. 

 

OTHER FOOD OPTIONS 

 

The San Diego Food Bank will begin operating Super Pantries in 30 locations around San Diego County, starting July 1, 2020. These pantries will be high-volume food distribution centers that will provide service three times per week, and reduce the amount of time families will need to wait in line.

 

The state provided Pandemic-Electronic Benefits Transfer (EBT)  is also available for families of students who qualify for free and reduced price meals. The deadline for families to apply has been extended to July 15. More information can be found in the related links below.

WHAT:  To celebrate the summer meals program for San Diego Unified students, Fern Street Circus jugglers and acrobats will welcome students and families as they drive in to pick up meals at Clark Middle School.

 

Performances will be held at a safe distance that will adhere to county health Guidelines. All performers will wear masks.

BACKGROUND: 

 

Since school closures on March 16, San Diego Unified Food and Nutrition Services has been conducting a drive thru / walk-up distribution of daily prepared meals, free of charge, at 26 sites across San Diego. With four meals being served per day, the district has now exceeded well over two million meals. To date, more than 2.5 million meals have been distributed since March 16.

 

Meal distribution times for all 26 locations are Monday through Friday, 11:00 a.m. to 1:00 p.m. While the district does not serve food on the weekend, it is distributing one extra breakfast and one extra lunch on each Thursday and Friday of the week. That allows each child to receive two breakfasts and two lunches on these days. 

 

The district is also serving evening meals at all sites in operation across the city. Evening meals are served 11:00 a.m. - 1:00 p.m. Monday through Friday. 

 

Children do not need to be present during food pick-up, but a student ID and/or photo of the child/children will need to be shown. There will be no congregate feeding; all food is to be taken and consumed offsite.

 

Families may also qualify for a Pandemic EBT through the California Department of Social Services (CDSS). A list of FAQs can be found here. Applications are open through July 15.

San Diego - The San Diego Unified Board of Education will vote on a resolution recognizing Juneteenth as a holiday “to be observed every year, as a day of celebration of the past, present, and future of Black resilience, culture, and liberation” at its meeting on Tuesday, June 23.


Under the resolution sponsored by Board President Dr. John Lee Evans and Trustee Sharon Whitehurst-Payne, the district calls on educators “to teach the importance of Juneteenth and current movements such as ‘Black Lives Matter’ that advance liberation efforts for the Black community with classroom lessons throughout the year…,”

 

Representing the longstanding intersection of Black Lives Matter and the LGBTQIA+ civil rights movement, a widespread spirit of civic action is taking place throughout San Diego Unified during Pride Month, triggered in part by the death of George Floyd by a Minneapolis police officer.


The district will raise the Black Lives Matter flag, along with the Pride and Trans flags, at the Eugene Brucker Education Center on Monday, June 22.

 

The intersection of Pride and Black Lives Matter is deeply rooted in history. Juneteenth recognizes that on June 19th, 1865, Union soldiers arrived in Galveston, Texas and enforced the Emancipation Proclamation two and a half years after it was issued by President Abraham Lincoln, freeing the final African-American slaves. Pride Month started in recognition of the Stonewall Riots, which was a movement against police violence, including aggression targeting the LGBTQIA+ community, led by Black Trans women in New York City. San Diego Unified moves to commemorate both movements. 


Understanding that there is much more work to be done, students throughout San Diego are making their voices heard.


“I think that this is long overdue…,” said Kai’Jah Peterson, a freshman at San Diego School of Creative and Performing Arts. “All being considered, I am grateful that we are taking a step in the right direction.”

 

Ashea Brand from The Preuss School said she supports the resolution recognizing Juneteenth as a holiday. Both Ashea and Kai’Jah participate in Depositing Empowerment Through Outreach and Urban Development’s (D.E.T.O.U.R) Focused and Naturally Confident Youth (F.A.N.C.Y.) programs.

“I think that this is long overdue…,” said Kai’Jah Peterson, a freshman at San Diego School of Creative and Performing Arts. “All being considered, I am grateful that we are taking a step in the right direction.”

 

Kai’Jah participates in the Depositing Empowerment Through Outreach and Urban Development’s (D.E.T.O.U.R) Focused and Naturally Confident Youth (F.A.N.C.Y.) programs.

Qualcomm Technologies Donates Hundreds of Always-Connected Personal Computers to San Diego Unified School District for Distance Learning Support

SAN DIEGO - As the COVID-19 crisis struck and forced the closure of school facilities, an unprecedented move to distance learning placed an emphasis on digital equity. Maintaining its commitment to equitable access, the district’s Integrated Technology (IT) Division distributed more than 50,000 district-funded devices to students throughout the district. 

The San Diego Unified School District has not been doing it alone; the district has received 900 new personal computers (PCs) with built-in cellular connectivity, as part of a grant from Qualcomm Technologies that supports the district’s migration to distance learning and aids its efforts to close the connectivity gap. Qualcomm Technologies, Inc. arranged for the manufacturing of these devices specifically for this donation.

“Qualcomm is known for cutting-edge technology that has connected the world, but the company also embodies the compassionate spirit of San Diego by continually giving back to the community,” said Mayor Kevin L. Faulconer. “Thanks to this generous donation, local students will be able to continue learning, growing and preparing for the challenges of tomorrow.”

The cellular-connected PCs will soon become available for students still in need of computers, and are powered by the Company’s flagship chipset - a Qualcomm® Snapdragon™ compute platform. A Snapdragon-powered “Always Connected PC” is a Windows laptop with cellular connectivity built-in to the device so users can remain connected without Wi-Fi, much like a smartphone. This cellular connectivity is a standard feature of devices featuring the Snapdragon chipset, in addition to their long-lasting battery life. The donated devices, powered by Snapdragon, will enable students to access the internet independent of their access to Wi-Fi, and experience the district’s educational resources longer than possible on a convention laptop.

“The ‘connectivity divide’ among our district’s students was made especially clear as our community turned to distance learning, and I am proud of how our employees saw a need and took action to use technology invented within the city,’” said Susie Armstrong, Senior Vice President, Engineering for Qualcomm Incorporated. “Snapdragon-powered always connected PCs are the ideal device for students and teachers, enabling them to connect and learn from anywhere by taking the classroom with them.”

Also part of the grant, Qualcomm Incorporated is making a one-time $141,000 donation to cover cellular connectivity costs for these 900 devices, ensuring students and families have access to learning materials through the summer. As the summer begins, students can use their always-connected PCs to participate in SDUSD Stories/Expanding Horizons, a new summer initiative to inspire, provide a platform to share student voices, and to keep our school community engaged. 

Bringing together industry and the public sector, this public-private partnership exemplifies San Diego’s commitment to ensuring all students have the tools they need to succeed.

“We are deeply committed to closing the connectivity gap,” said Superintendent Cindy Marten. “While we continue advocating for additional state and federal support, Qualcomm has stepped up and shown why San Diego really is America’s finest city. This partnership goes a long way at supporting our students and teachers.”

Qualcomm has previously launched an initiative to help prepare students for careers in tech by installing a Qualcomm® Thinkabit Lab at their corporate headquarters and in several schools throughout the county, including Lewis Middle School. 

The grant will be presented to the Board of Education later this summer. Once approved, the district will develop a plan to distribute the Always Connected PCs.
