San Diego Unified Safety Measures are Working in First Phase of Reopening;

January Goal for Start of Next Phase, Subject to Virus Control, Online Option to Remain All Year



SAN DIEGO -- Speaking at Gage Elementary School today, San Diego Unified leaders said safety measures put in place over the summer have so far prevented any documented cases of COVID-19 transmission on its campuses that have reopened. The next phases would continue to be rolled out gradually, with secondary and pre-K students next to receive appointments for in-person education following further collaboration with educators and other employees.



District leaders said they hope to begin bringing large numbers of students on campus in January for in-person learning, although they expressed concern over the worsening COVID-19 conditions in San Diego County.



"Safety has been our strategy from the start," Superintendent Cindy Marten said. While stressing the fact the first phase of reopening has only just begun, she said preliminary signs are encouraging. "The safety precautions put in place at schools like Gage and elsewhere appear to be working. So far, we have had zero documented outbreaks of COVID-19 and zero documented cases of transmission on campus, as determined by the County Office of Public Health. Exactly two weeks into Phase 1, we are encouraged."



San Diego Unified began its phased reopening Oct. 13. Since that time, there have been 4,000 appointments for in-person learning across 106 schools within California's second largest school district. Marten said schools will continue increasing the number of appointments in the weeks ahead, with the goal of soon providing time slots for secondary and pre-K students. She praised school leaders and educators for working together to keep the reopening safe and promised future growth in the program would be created collaboratively and at the bargaining table.



San Diego Unified has spent more than $45 million to reopen, including more than $11 million on PPE alone. Among the safety precautions put in place at Gage and other schools are:

* Desk shields
* Air filtration devices
* Sanitizing stations
* Social distancing signs and floor markers
* Personal Protective Equipment



Board of Education President Dr. John Lee Evans said the district hopes to implement on-campus learning with large numbers of elementary school students coming on campus following winter break on January 4. Similar to the first phase, Phase 2 would then grow to include middle and high school students, on Jan. 25, to coincide with the start of the third quarter. He said this timing was chosen to minimize any disruption academically.



"We are concerned by the continued spread of the virus in San Diego County but encouraged by the work of our educators and other employees to keep students safe at this difficult time," Evans said. "Therefore, I believe it is important that we continue working towards a January start for Phase 2, even as we continue to monitor public health conditions and adjust. We will not hesitate to make any changes in this plan we deem necessary for the health and safety of our students, staff and community."



Board Vice President Richard Barrera expressed concern over the high number of community outbreaks in San Diego County and reports the county could move into the state-designated Purple Tier later today, the highest risk level. Barrera said one of the reasons the district chose to begin with small group instruction based on set appointments is precisely because the model could continue even in the Purple Tier.



"We understand students and parents need stability at this time," Barrera said. "That is why we have worked so hard to create sustainable models that will allow us to continue operating through difficult times."



"Ultimately, all large school districts like San Diego Unified will need a robust COVID-19 testing system in place to be able to continue operating safely, and we are working hard with community partners to make that goal a reality," Barrera concluded.



San Diego Unified is California's second-largest school district. Since the start of the coronavirus crisis in March, the district has passed out more than 6 million free student meals, distributed over 85,000 Chromebooks, and provided millions of minutes in online instruction.

Elementary school teachers returned to campus to provide appointment-based, in-person instruction for students with the greatest needs on Oct. 13 under Phase 1 of reopening. In outlining details of the future reopening phases, the district announced Phase 2 will open up in-person learning to all elementary students and staff under a split schedule designed to facilitate social distancing. Expansion of Phase 1

* Expansion of Phase 1 appointment-based program for secondary students grades 6-12 and educators.

* Elementary (PreK to 5th grade) students would return to campus four days a week. Students would be split into two cohorts for either an a.m. session or p.m. session in order to safely rotate students into classrooms. Elementary students would receive in-person instruction Monday through Thursday. Fridays would be set aside for "live" online check-ins and independent asynchronous learning.
* Secondary (6th to 12th grade) students would return to campus two days a week. Students would be split into two cohorts, with Cohort 1 attending on Mondays and Tuesdays and Cohort 2 attending on Wednesdays and Thursdays. Fridays would be dedicated to on-line learning for all students. Secondary students would follow a similar bell schedule with morning minutes dedicated to class period instruction and afternoon minutes would be dedicated to flex time for asynchronous learning or appointment-based services.

Phase 3

* Elementary (Prek to 5th grade) students would attend classes on site four days a week Monday through Thursday. Fridays would be set aside for "live" online check-ins and independent asynchronous learning.
* Secondary (6th-12th grade) students would attend classes on site four days a week, Monday through Thursday. Fridays would be set aside for online learning. Morning minutes would continue to be dedicated to class-period instruction and afternoon minutes would be dedicated to flex time.

Phase 4

* Elementary (PreK to 5th grade) students would attend five days a week with one modified day.
* Secondary (6th to 12th grade) students would attend five days a week. Morning minutes would continue to be dedicated to class-period instruction and afternoon minutes would be dedicated to flex time.

The district has identified health and sanitation procedures for Phases 2-4 for students, employees and families that are based on guidelines from the state, county, and UCSD.

"San Diego Unified's reopening plans include strict measures that are designed to prevent the spread of COVID-19 in our schools and to our community," said district physician Dr. Howard Taras, on faculty at the Department of Pediatrics at UCSD. "We continue to rely on the expertise and collaboration of my UCSD colleagues and public health officials."

MEDIA ADVISORY: True Blue Buddies Student Mentorship, Annual Shopping Spree


WHAT: The San Diego Unified School District School Police Department True Blue Buddies event will pair 25 students from Chavez Elementary School with School Police officers for a virtual shopping spree at Target. Students have been referred by the school to participate in this event. Students will receive a $150 Target gift card to spend on school supplies, clothes, and shoes for the school year. Officers along with their buddies will conduct Target online shopping via Zoom, adhering to county health guidelines for COVID-19.

WHEN: Wednesday, Oct. 21, 1 p.m.

WHERE: Zoom

VISUALS: Video clips of zoom shopping and interviews of True Blue Buddies volunteers, students, and staff will be available for evening broadcasts.

BACKGROUND: Third- through fifth-grade students from Chavez Elementary will receive a $150 gift card to spend on school supplies, clothes, and shoes, courtesy of Target. Each student will partner with a member of the School Police Department. Participants were selected based on need, and include students from low-income families, military families and homeless families. The event is supported by the district's Children and Youth in Transition program, School Police, and Target.

The shopping spree serves as the kick-off event to a year-long mentorship program, which includes educational workshops and holiday gatherings. The primary goal of the program is to provide support through small-group mentoring. San Diego Unified is proud to support True Blue Buddies as part of its broader commitment to foster supports for students throughout the community.

San Diego Education Leaders Urge Governor to Put Children First, Share State COVID Tests with Schools


October 16, 2020

SAN DIEGO -- San Diego Mayor Kevin Faulconer, Superintendent Cindy Marten, and San Diego Education Association President Kisha Borden have sent a letter urging Gov. Gavin Newsom to focus on COVID-19 testing in schools.

"We are calling for the Governor to dedicate the sizable COVID-19 testing resources under his control toward promoting a safe and healthy environment for students and teachers," Mayor Faulconer said. "There is little more important than the education and mental wellbeing of our kids, so we have an obligation to reopen classrooms to in-person learning and close the growing educational and economic inequities in our communities."

The San Diego leaders called robust testing, tracking, and tracing essential to reopening schools across the city. The Newsom Administration is considering plans to distribute more than 150,000 daily tests secured under a contract with PerkinElmer.

"We can prevent 90 percent of all COVID-19 cases on campus with a robust testing program," Superintendent Marten said. "The San Diego Unified School District has been working with scientists from UCSD to plan for a safe reopening."

In August, the State of California announced a plan to double the state's testing capacity, which included a contract for 150,000 daily COVID-19 test kits with a turnaround of 24 to 48 hours. San Diego Unified and local leaders calling for 10,000 of the daily tests to be included in a robust local program to allow for the testing of every student and staff member, every other week.

"Our educators are eager to get back into the classroom as soon as it is safe to do so, and the key to that is a systemic testing, tracking and tracing program," said Borden, who represents some 6,000 teachers as president of SDEA.
