Board Considers Budget With Added Funds for School Safety

District Spending to decline 1 Percent, County Upgrades District Financial Standing to “Positive”

 

The San Diego Unified School District final 2018-19 budget will go before the Board of Education tonight with added funds for school safety, information technology services, and programs for homeless students.

 

The proposed final budget was developed with recent input from the public, said Board President Kevin Beiser. The budget includes funds for a senior position in the School Police Department, and it adds five positions to the district’s IT staff, in part, to help improve response time to technology service calls.

 

The San Diego Unified budget also includes an additional $250,000 for education programs for homeless students. The funds were secured with assistance from Senate President Toni Atkins, D-San Diego, in response to the loss of the McKinney-Vento Education for Homeless Children and Youth Program grant due to a clerical error.    

 

Overall, district spending is set to decline by 1 percent next year as a result of efficiencies established in the Central Office. Earlier this year, the County Office of Education upgraded the district’s financial status from “qualified” to “positive.” This marks the first time in eight years the district has received a positive rating from the County Office of Education.

 

“The fact that our budget has now been certified as positive by the County for the first time in eight years should give all students and their families confidence we are on the right track,” said President Beiser. “The programs our families value most -- arts and music, for example -- will remain strong and funded for the future.”

 

San Diego Unified is the largest school district in the county and second-largest in California, with more than 100,000 students and approximately 180 schools. The district’s annual operating budget is more than $1 billion.

 

“Thanks to the dramatic action we took together last year to significantly reduce our budget, our schools are on a firm financial footing for the future, and that has real benefits for our students -- and for the taxpayers of San Diego,” said President Beiser. “Our sound fiscal strategy resulted in the Wall Street ratings firms giving our district strong marks, meaning we were able to save more than $100 million the last time we issued bonds.”

 

President Beiser also thanked the community for its support and guidance. For the first time,  the school district surveyed families earlier this year to determine what they value most in education. The survey resulted in more than 11,000 responses.

 

Each year the district must pass a balanced budget by June 30. Some 80 percent of funding for San Diego Unified comes from the State of California. California continues to rank 46th in the nation in education spending.

 

The Board of Education will consider the budget at its regular meeting at 5 p.m. at San Diego Unified headquarters, 4100 Normal St.

DETAILS: Third-graders from Central Elementary School in City Heights will once again be experiencing typical camping rituals (sleeping in tents, eating s'mores, sharing stories and singing songs around the campfire) when they head out on the school's annual camping trip to Louis A. Stelzer County Park on June 27, 28, and 29. This is the 12th annual trip supported by The Jarrett Meeker Foundation, and is often the first time the inner-city students have been camping.



In addition to experiencing the fun of camping, students will be exposed to a standards-based learning experience that includes Kumeyaay Indian history, storytelling, artifacts and games; birds of prey presentation and owl pellet dissections; and native plant and composting education. San Diego Unified Superintendent and former Central Elementary principal, Cindy Marten, will continue her tradition of joining the students on the trip the evening of June 27.



"The children from Central Elementary live in the middle of the city with very little opportunity to experience the outdoors," Marten said. "The camping trip helps connect students to the wonders of wildlife, fosters the desire to be good stewards of the environment and gets them outside, unplugged."



The Superintendent will join the students as they toast marshmallows, tell stories, sing camp songs, gaze at the stars and settle into tents when it's time for lights out. The campers will awaken to the smell of pancakes on the griddle, courtesy of the Lake Murray Kiwanis Club.



The Jarrett Meeker Foundation is a local non-profit organization that provides programs related to wildlife, conservation and the environment for children and young adults in San Diego County. The foundation was established in 1987 in memory of 8-year-old Jarrett Meeker after his accidental death. Jarrett's family was inspired by his love of nature. The foundation and the work that it does is Jarrett's gift—his legacy – and keeps his memory alive. Since 1987, JMF has provided once-in-a-lifetime educational experiences to more than 100,000 children representing over 50 schools throughout San Diego County.

Hancock Elementary has partnered with the YMCA to provide amazing opportunities for our military student population. This unique summer field trip occurs after school has been let out to show our commitment to ensuring students continue to receive enrichment outside of the school calendar year. 40 outstanding Hancock Elementary students have been chosen, who have displayed all-around excellent academic, citizenship and attendance success throughout the school year. The students will visit the ranch, take part in activities and participate in group interactions with the horses. Toby Wells Blue Apple Ranch (BAR) is a 277 acre facility in the western foothills of Ramona, designed as a community resource for youth and a rescue facility for horses. The four legged residents are grateful for their second lease on life and enjoy interaction with many of the young visitors. Toby Wells Blue Apple Ranch is an accredited facility by the Global Federation of Animal Sanctuaries (GFAS) and has been honored with their coveted "Standards of Excellence" award.

San Diego Unified Kicks-Off Summer Fun Café with Free Family Barbecue

Summer should be fun, carefree, and exciting for all kids. But for too many San Diego children, the end of the school year can sadly also mean hunger. Summer means the free and reduced price meals kids depend on throughout the year are gone, and many children find themselves wondering where their next healthy meal is going to come from.

This summer, San Diego Unified's Summer Fun Café will help ensure children do not have to worry about their next meal by providing fresh, tasty lunches and snacks for children throughout San Diego.

Children may go on summer vacation, but hunger doesn't! San Diego Unified's Summer Fun Café bridges the summer hunger gap and lets our children know that the community cares about their well-being all year long.

A well-nourished San Diego child is a happier and healthier child, and we owe it to our children to make sure their summers are reserved for fun, growing, and learning.

WHAT: Kickoff BBQ event to mark the start of San Diego Unified's Summer Fun Café. The event features a large community resource fair, fitness camp, circus performance, prize giveaway, and a free barbecue lunch for all children 18 years old and younger. DETAILS: Graduation season is upon us. High school Commencement ceremonies will be taking place Tuesday, June 12, and Wednesday, June 13. You are invited to cover the public high school graduation ceremonies listed below. We ask that you please be courteous when filming students and their families and respect their privacy if they wish to not be on camera.

Our Board of Education trustees will also be delivering addresses at the following schools:

President Beiser: June 12 – Serra HS at USD's Jenny Craig Pavilion, 2-4 p.m.
June 13 - Scripps Ranch HS at SDSU Viejas Arena, 6:00-7:30 p.m.

Friday, 6/8 – 10:00 a.m – Hoover High School International + Refugee Student Quilt Graduation Celebration
Hoover's student body is composed of youth from many different countries. Hoover's school community is very diverse and unique. In fact, many of the students upon arriving in the U.S. begin their studies at Hoover without English speaking skills, so taking ESL courses is important as English may not be spoken in their homes. The Hoover quilt program is designed to help them progress with their speaking skills. Each student in the class writes out their story of how they came to the U.S. Many of the stories tell of fleeing from their homelands, civil wars, living in refugee camps, families separated, family members killed, hardships and tremendous difficulties to overcome. Yet they persevere and get here to begin new lives, with high hopes. After completing their stories, they practice reciting them because the final activity in the quilt program will be to recite their story to an auditorium filed with people who care and support them. Family members, fellow students, Hoover staff and others.

Another part of the program is to prepare a 12" x 12" quilt section with their story stitched onto it. It may show flags from their native country, the U.S. flag, rainbows to represent hope, trees to represent wisdom and other depictions of what they have overcome and hope to accomplish. At the conclusion of the program, all the quilt pieces are stitched together to form 1 large multi-national quilt of students stories. The day of their oral presentations some of the students wear clothes and costumes from their native countries. Members of the media are invited to the graduation celebration where there will be about 65 students making presentations at the ceremony. It is very unique, inspirational and emotional.

Wednesday, 6/6 – 8:30 a.m. 1:00 p.m. – Bridge to the Beach –San Diego Unified + The San Diego Prevent Drowning Foundation Partnership Free Swim Lesson Graduation
5th grade students from Hage Elementary (general and special education students) will participate in the Bridge to the Beach program's graduation celebration at the Mission Beach, Santa Clara Recreation Center. Students will kick off the summer with a trip to the beach where they will get to put their new swimming skills into action. This event is a part of San Diego Park and Rec's Drowning prevention program partnership with San Diego Unified. The partnership offers 10 free swimming lessons a year for the students, beginning in the 3rd grade. By the 5th grade the students are confident in the water and participate in the Bridge to the Beach graduation celebration, where they surf, boogie board, kayak, and paddle board. The free swim lesson program and Bridge to the Beach has been in operation for 15 years.

The Local Control and Accountability Plan or LCAP is a critical part of California's Local Control Funding Formula (LCFF). San Diego Unified has been actively engaged in the development of a three-year Local Control and Accountability Plan and has held public meetings to gather input from parents, students, staff and other stakeholders to create it. This robust stakeholder engagement has helped inform the process for developing the 2018-2019 LCAP draft. The draft of the district's LCAP will be presented in a public workshop on Thursday, June 7.
