School Board President Richard Barrera Calls For Emergency Amendments to
School Tax Sharing Agreement with CCDC

WHAT: Richard Barrera, President of the San Diego Unified School District
Board of Education will present a proposal to amend the school district tax
sharing agreement with the Center City Development Corporation (CCDC).

WHEN/WHERE: 11:30 a.m., Friday, Feb. 25, 2010, Perkins K-8 School, 1770 Main
St. (92113). The news conference will be held on the sidewalk at the school
entrance.

BACKGROUND: Board President Barrera will propose that the CCDC tax sharing
agreement be immediately amended by the City Council to provide emergency
funding that can be used to preserve educational programs for students in
CCDC project areas and throughout the district. Recognizing that the School
District faces a $120 million deficit that will force class sizes for
Kindergarten through 3rd grade to increase to 30 students per teacher and
will require the district to lay off hundreds of teachers, counselors and
nurses serving all students, they will propose that the tax sharing
agreement be amended to provide an advance of tax increment revenues to the
district in the 2011/12 fiscal year.

In the face of Governor Brown¹s proposal to eliminate redevelopment agencies
and redirect money to schools, the project list to be presented to the City
Council on Monday totally and unfairly ignores the needs of schools in San
Diego. Barrera will propose that CCDC advance anticipated tax revenues
from years 2017 to 2020 to provide the district with approximately $64
million in tax increment funds in 2011/12. The language of the agreement
would also be amended to clearly permit the district to use tax increment
funds for educational programs including the preservation of class sizes for
schools in the project area and throughout the district.

The San Diego Unified School District has had a tax sharing agreement with
the Centre City Development Corporation (CCDC) since 1992. The agreement
provides a percentage of tax increment revenues from CCDC project areas that
are shared with the school district to be used for school facilities and
other education programs. Currently, the agreement provides a 4% share of
tax increment revenues for the school district which generates approximately
$4.9 million annually. In 2013, the district share will increase to 13.6%
generating approximately $15 million annually escalating as the tax
increment increases over time in the project areas of CCDC.

BUDGET MEETING

WHAT: Bernie Rhinerson, Chief District Relations Officer, will be available
for interviews about tonight's key Board of Education budget meeting.

WHEN/WHERE: 3-4 p.m., today, Tuesday, Feb. 22, 2010, Education Center, 4100
Normal St. (92103). Check in with the communications department on the
second floor, room 2145. This will not be a news conference; Rhinerson will
be available for one-on-one interviews as time allows.

BACKGROUND: During the meeting that begins at 5 p.m. today, the Board of
Education will have the first reading of the notification of staff with
teaching credentials -- including teachers and counselors -- that they may
not be offered contracts for the 2011-12 school year due to budget cuts. The
California Education Code requires that they receive this notice by March
15. The district is currently projecting a "worst case" reduction of $120
million in the general fund for 2011-12. No teachers or other certificated
staff will receive a "pink slip" and lose their jobs during the current,
2010-11 school year, as a result of this budget issue. As a first reading,
the Board can discuss the resolution and take public testimony but will not
take a vote today. The final discussion and vote will be scheduled for a
later meeting.

BOARD MEMBER ANNOUNCES CHARITABLE FUND FOR SCHOOL SUPPLIES

WHAT:  News conference launching the formation of a charitable fund at the San Diego Foundation to raise monies for school supplies for district schools. 

WHEN: 1:30 p.m., Tuesday, February 15, 2011

WHERE: Eugene Brucker Education Center, 4100 Normal Street (92103)

DETAILS:  Board of Education Vice President John Lee Evans will announce his proposal to establish a special charitable fund at the San Diego Foundation to provide additional monies for San Diego Unified schools. Evans will be joined by fellow board members, parents and business leaders to let the public know that they can now make tax deductible donations to a special fund that will be used for school supply budgets. The contributions will help to ensure that all students have the tools needed to be successful in the classroom. None of the money will go to district administration.

In November 2010, a majority of San Diego voters supported Prop J, the emergency parcel tax measure intended to provide local funding for educational programs for San Diego Unified students. The measure did not receive the required 2/3 vote to pass. Since November, Evans and other board members have been contacted by local citizens asking how they can make that same contribution to the schools. The newly established charitable fund will provide the opportunity for citizens to make a difference for schools in San Diego. This matter is on the Board meeting agenda for Tuesday night.
