San Diego Unified Kicks Off School Year with Focus on Safety, Social-Emotional Supports, Academics

Aug. 30, 2021

SAN DIEGO--The San Diego Unified School District opened the 2021-22 school year with science-based Covid-19 safety measures in place, and with significant new student supports for academic success and social-emotional well-being.


Teachers and staff greeted thousands of students, from pre-kindergarten through high school, to kick off the school year and the return to five days a week of instruction..


"A new school year is full of excitement, hopes, dreams and new experiences. That's no different this time around," said Interim Superintendent Dr. Lamont Jackson. "What has changed is the safety protocol. We've invested time, energy and money into providing scientifically backed safeguards to allow everyone to reach their potential as carefully as possible."


San Diego Unified is investing nearly $3 billion in student success and classrooms this school year, a 14 percent increase per-student from a year ago. It's the district's largest investment ever in students and schools.

To reduce the possibility of Covid-19 transmission at schools, the district has adopted a wide range of measures that include:


* Upgraded HVAC filtration from MERV 8 to a MERV 13 or HEPA filter, exceeding current requirement
* Portable air purifiers for areas not served by a MERV or HEPA filter
* Face masks required indoors and outdoors at all times, except when students are eating or participating in PE, athletics or VAPA, with nearly 1 million masks distributed to schools since reopening in April
* Handwashing stations and cleaning wipes in multiple location
* A particulate sensor and CO2 monitor at each site for monitoring the school's indoor air quality
* Electrostatic disinfectant sprayers for cleaning school buses
* Protocols in place for contact tracing, should it be necessary

"For over a year, we've been working closely with a team of scientists and doctors at UC San Diego, as well as county health officials, to design a roadmap for reopening, staying open and keeping students safe," said district physician Dr. Howard Taras.



Under part of that safety plan, all San Diego Unified staff will be required to get vaccinated or be prepared to take part in weekly Covid-19 testing. For students, all families are required to make a choice on Covid-19 testing at the start of the new school year. All families must complete the Covid-19 Testing Acknowledgement Form<https://powerschool.sandi.net/> and submit their response online. For unvaccinated school athletes, the district plans to have a testing team at high schools.



"Science has shown that testing, vaccinations, masks and excellent indoor ventilation all work to lessen the prevalence of Covd-19 in a given community," Dr. Taras said.

Families still not comfortable with returning to in-person learning have the option of enrolling in the new online Virtual Academy. Every student, whether attending in person or online, will receive a laptop computer for the 2021-22 school year.


To help address the academic and social-emotional needs of students who are returning to campuses, the district will accelerate learning by giving students extra time and attention from teachers, counselors, school nurses and psychologists.



"We know schools are the best places for students to learn and grow, which is why we've put so many resources behind designing a plan for kids to get back in the classroom as safely as possible to start the new school year," Board of Education President Richard Barrera said.



Even the district's youngest learners are getting a jump start this year. San Diego Unified is expanding TK-4 access to all age-eligible early learners who turn 4 by Sept. 1, as part of TK-4/Universal Transitional Kindergarten district initiative. For the 21-22 school year, TK-4/UTK will be offered at any of our TK-4 elementary site locations.



This year, all San Diego Unified students will have access to free meals on campus, regardless of their school of attendance or family income. All told, 17 nutritious meals per week -- breakfast, lunch, and supper Monday through Friday, plus lunch for the two weekend days -- will be available to students. Families will not have to fill out subsidized meal applications this year.

Background: San Diego Unified is making an unprecedented investment in student success and safety this year. Because not everyone will be ready or comfortable returning to in-person learning, San Diego Unified K-12 students have the option to enroll in the new online Virtual Academy for the 2021-22 school year.

Social-emotional health will be a priority for all students this school year. Supports include additional school nurses to serve students, and an increase in the minimum number of school psychologists from 65 to 95.

District, Students, City Leaders Dedicate Field Posthumously Named After African-American Educators

 

August 9, 2021 

 

SAN DIEGO - Nearly eight decades after Pacific Beach Middle School (PBMS) saw its first African-American educator, students joined community, district and city leaders Thursday to dedicate the joint-use field and community park to him and his wife.

 

New signage now displays “The Fannie and William Payne Joint-Use Field and Community Park,” a symbol of the adversity the Paynes overcame in the 1940s. 

As the first African-American teacher at PBMS, Mr. Payne endured a coordinated effort from the Pacific Beach community to remove him as a teacher because of the color of his skin. More than 1900 residents petitioned for his termination, but the San Diego Unified Superintendent, Will C. Crawford, defended Mr. Payne, stating he employed him based on training, experience and character. 

 

“Mr. Crawford was a catalyst for change in the district and inspired generations of local leaders, educators and students,” said Richard Barrera, Board of Education President. 

 

That inspiration transcended to 2020, when two local Pacific Beach residents began the process of dedicating the field to Fannie and William Payne. 

 

“We saw the George Floyd protests and started thinking about how we can do better in the Pacific Beach community to acknowledge the African-Americans who overcame immense adversity,” said local resident and community activist Paige Hernandez, who also serves as the Director of Student Retention and Success at San Diego State University. 

Hernandez, along with the help of resident and community activist Regina Sinsky-Crosby,  collaborated with two 8th grade students, Nuhamin Woldeyes and Juliniel Woods. The endeavor became part of Woldeyes’ and Woods’ International Baccalaureate (IB) Community Service Project to educate the students and staff at PBMS while garnering support for the proposal. 

 

The naming process included a Change.org webpage. Once the petition had enough signatures, the name movement made its way to local community groups, including the Pacific Beach Community Recreation Group, the Pacific Beach Planning Group (PBPG), and other community groups - all of which supported the effort. 

 

Channeling the effort from the community, the San Diego Unified Board of Education voted unanimously to approve the name “Fannie and William Payne Joint-Use Field” at its March 9, 2021 Board of Education. Following the district’s approval, the City of San Diego Park and Recreation Board approved the name “Fannie and William Payne Joint-Use Field and Community Park” at its April 15, 2021 meeting. 

 

“It’s important to recognize the dedication and impact of San Diegans who change our community for the better, especially brave trailblazers like William and Fannie Payne,” said Todd Gloria, City of San Diego Mayor. “Our city has come so far since William started as the first Black teacher at Pacific Beach Middle School. Dedicating this field in their memory is a wonderful representation of their contributions, not only to the Pacific Beach community, but to all of San Diego.”

 

Mr. Payne’s wife, Fannie Lois Jeffries Payne, was also a well-respected teacher in San Diego public schools. She was an alumni of San Diego State University and an active member of the community, engaged in many service and philanthropic activities.

 

The renaming includes the entire joint-use area and the hard-court areas of Pacific Beach Community Park, including the basketball and tennis courts. 

 

In June of this year, Barrera and the Board of Education approved a plan to integrate anti-racism and ethnic studies in the curriculum as a way to provide both history and context of racism in the country. 

 

“This is just part of our commitment to our young students because it sends the message that the history of all of our students, regardless of color, matters,” said Barrera. 

BACKGROUND: 

Local Bond Propositions

San Diego Unified’s capital projects are funded by San Diego Unified School District’s Propositions S, Z and Measure YY, which are local bond measures approved by San Diego voters to repair, renovate and revitalize neighborhood schools. The City of San Diego contributes some design and construction funds and will operate and maintain the joint-use facilities.

 

Play All Day Parks Program 

As part of the Play All Day partnership with the City of San Diego, the joint-use field will be accessible to the community as a local park after school hours and during school breaks.
