SAN DIEGO--Superintendent Cindy Marten outlined a $350 billion plan to accelerate the recovery of the nation's schools by focusing on equity and emphasizing teachers over technology during her speech at the San Diego Unified annual State of the District Address on Tuesday. Marten said the plan was based on strategies that have helped San Diego Unified become the fastest improving big-city district in the nation, according to national education reports.

The superintendent delivered remarks alongside San Diego Unified Board President Dr. John Lee Evans and Mayor-Elect Todd Gloria during the annual State of the District Address on Nov. 17, which was held online due to the COVID-19 public health crisis. Marten called the pandemic "an existential threat to everything we value in our public school system."



Marten said it would take more than $350 billion over the next two years to help the nation's schools accelerate learning, especially for the most vulnerable students. In addition to equity, Marten said schools should be free to emphasize high-quality classroom instruction.

"There is a lot of talk in Washington about technology, and closing the digital divide is important, but the way to help students recover from a year in distance learning is not through more effective distance learning," Marten said. "Our students need their teachers, because teachers are the only ones who can provide targeted instruction and customized learning. High quality teaching has been key to our success in San Diego, and that is one of the reasons we are calling for a national teacher corps program to be part of any national recovery effort."

San Diego Unified released the National Response to Persevere and to Prioritize School Recovery with Equity and Undoing Learning Loss plan<https://sandiegounified.org/UserFiles/Servers/Server_27732394/File/Departments/Government%20Relations/Transition%20Team%20Letter%20with%20Memo.pdf> this month, and urged the incoming Biden Administration to take up the plan within the first 100 days of its term in office. Marten said the plan is based on the lessons of the last decade of school reform in San Diego, which has contributed to the success of local students.

The Council of the Great City Schools called San Diego Unified one of the fastest improving districts in the nation, and local students have repeatedly outperformed their peers in math and reading on national assessments.


* EdSource reported San Diego Unified is the only district whose scores in math and reading at 4th and 8th grade "significantly exceeded" the national urban district average.
* The Center for the Transformation of Schools at UCLA found San Diego Unified increased college readiness of all students, including a 50 percent gain among African Americans.
* At the same time, the number of college courses completed by San Diego students before high school graduation has nearly doubled in the last three years, to 10,693.

Marten insisted the timing is right for a new federal focus on school funding and noted the San Diego school reform initiative was forged during the 2008 recession. Hard times, she said, provide policymakers with a "clarity of focus." In San Diego Unified, that translated to an emphasis on equitable funding, a focus on classroom instruction and tougher academic standards, she said.

"San Diego can show the nation how to solve this problem, but we cannot do it alone. Good teachers never give you the answer, anyway. We show you how to solve the problem for yourself. And, a problem of this size is going to take all of us working together," Marten said.

The federal relief plan outlined by San Diego Unified includes the following:


* A robust COVID-19 testing, tracking and tracing strategy for students and educators
* $350 billion in direct relief to schools to offset lost state revenue and increased operating costs
* Full funding for the Individuals with Disabilities Education Act (IDEA)
* Full funding for the Impact Aid program to invest in military families
* Tripling Title I funding and making the fund permanent to support low-income families
* Guaranteeing all three- and four-year-olds have access to high-quality early childhood education

"This is the greatest adaptive challenge any of us in public education will face in our life times. The COVID-19 crisis is an existential threat to everything we value in our public school system. It threatens excellence and equity," Marten said in her remarks. "Our nation cannot afford a lost generation of learners. Nor can we afford an incomplete recovery that leaves communities of color behind, extending 400 years of inequality far into the future."


In his first formal public address as Mayor-Elect, Gloria encouraged local students and reminded them that he is the product of a San Diego Unified education.

"I would like to thank our students for their continued hard work each and every day," said Gloria, a member of the California State Assembly. "I want you to know that your city needs you. Your city is counting on you. We are all in this together."

San Diego Unified, UC San Diego Reach Deal on COVID-19 Testing for Students, Staff

SAN DIEGO -- Students and school employees throughout San Diego Unified will receive regular COVID-19 tests with rapid results under a proposed agreement with UC San Diego Health. The testing program is the result of months of collaboration among the district, the San Diego Education Association, and UC San Diego in an effort to keep schools safe as in-person instruction is expanded gradually and in phases.


The San Diego Unified Board of Education is meeting tonight to authorize an initial $5 million investment in the testing plan, which includes a joint laboratory services testing agreement with UC San Diego Medical Center. Following approval, the county's largest school district and UC San Diego Health will select several campuses where testing will begin. Eventually, the program could be expanded to include all 100,000 students within the district and its more than 10,000 staff members.


From the beginning of the pandemic, UC San Diego Health has provided expansive and growing COVID-19 testing services to patients, university faculty, students and staff and to external organizations and communities. UC San Diego Health's Center for Advanced Laboratory Medicine can process thousands of COVID-19 tests per day, covering multiple types of testing. Results are typically returned within 24 hours. This capacity continues to grow.


"This testing program is an essential part of our plan to continue teaching students in the middle of a global pandemic," Superintendent Cindy Marten said. "The science is clear. We can prevent 90 percent of disease spread at schools simply by putting in place a robust testing program like the one we are announcing today."



Under the testing plan with UC San Diego Health, all employees and students would have access to PCR testing every two weeks on San Diego Unified campuses. Testing frequency would be adapted over time and based on virus and transmission rates, among other parameters. No decision has been reached on whether the testing would be mandatory, as district leaders say they want to assess voluntary compliance rates once implementation begins.


"Testing is the cornerstone of any plan to reopen our schools," Pradeep K. Khosla, UC San Diego Chancellor said. "This important MOU agreement is part of a more comprehensive reopening strategy being developed by San Diego Unified with consultation from UC San Diego. Our faculty, researchers and clinicians continue to offer our planning expertise, best practices, and successful experience in reopening a large campus. We are pleased to share our growing knowledge with our community."

San Diego Unified has been in close collaboration with UC San Diego since it jointly established strict health and safety guidelines<https://www.sandiegounified.org/UserFiles/Servers/Server_27732394/File/SDUSD_Scientific%20Panel%20Review_FINAL.pdf> for reopening schools with a panel of its top scientific experts in August. Scientists from UCSD have worked closely with district leaders to protect students and staff from the airborne transmission of COVID-19 disease.

"We were all encouraged by news this week of a potential vaccine," Board President John Lee Evans said. "But even if a vaccine should become available, we are talking about months and months before it would actually reach all our students and staff. That is why this testing agreement is essential to our continued ability to operate safely."

San Diego Unified has advocated for a statewide testing program. Mayor Kevin Faulconer, Superintendent Marten, and San Diego Education Association President Kisha Borden sent a letter urging Gov. Gavin Newsom to focus on COVID-19 testing in schools on Oct. 16. That correspondence came on the heels of a letter to the governor from big city mayors, representing the 13 largest cities in the state -- and 11 million residents -- calling for more resources to be devoted to COVID-19 testing in schools.

San Diego Unified has been preparing for the safe reopening of schools for months with the purchase of $45 million<https://sandiegounified.org/UserFiles/Servers/Server_27732394/File/About/LCAP/LCP%20SDUSD%20Adopted%209.22.20..pdf> in personal protective equipment (PPE) and other safety upgrades, including air filters, desk shields and hand sanitizing stations. The district has received some 200,000 masks in child and adult sizes from the state, along with 14,000 bottles of hand sanitizer.

They have built rigorous models, systems and programs based on science, evidence and best practices. We are pleased to be a part of efforts to get children back into classrooms, safely."


San Diego Unified elementary school teachers returned to campus to provide appointment-based, in-person instruction for students with the greatest needs on Oct. 13 under Phase 1 of reopening.

"For teachers, the only thing more important than being back in their classrooms with students is their commitment to keep those students safe. This new testing plan is an important step towards keeping our students, families, staff and community safe," Borden said. "For that reason, we are proud to be here today to support this crucial announcement. This is what our educators have been waiting for. Teachers, counselors, nurses and other SDEA members are eager to get back into the classroom as soon as it is safe to do so, and the key to that return rests with this testing plan."



Board Vice President Richard Barrera expressed hope the San Diego Unified - UC San Diego testing plan could be a model for other districts around the state to implement.



"This agreement represents the best of San Diego, where we understand the importance of coming together to tackle big problems," Barrera said. "This collaboration between a world-class research school like UC San Diego and a world-class public school system, San Diego Unified, shows what is possible when we all focus on what is best for students."

MEDIA ADVISORY: Leaders from San Diego Unified, UC San Diego to Discuss COVID-19 Testing Plan for Students and Teachers



WHAT: Leaders from the San Diego Unified School District and the University of California San Diego will discuss a plan to test students and teachers for COVID-19. The testing program is the result of months of collaboration among the district, UC San Diego, and the San Diego Education Association.

BACKGROUND: Students and employees throughout San Diego Unified will receive regular COVID-19 testing with rapid results under a proposed agreement with the UC San Diego. The San Diego Unified Board of Education will vote on the district's $5 million testing plan at its regular meeting on Tuesday, Nov. 10.

Those guidelines call for a gradual, phased return to in-person instruction and a robust COVID-19 testing program.
