NEWS RELEASE

Mayor, School Board President, Superintendent, San Diego Educators Urge Students, Parents to "Stop the Surge" over Spring Break

Leaders caution against Miami Beach-style super spreader events

March 26, 2021

SAN DIEGO -- As San Diego and its largest school system continue to gradually reopen, city leaders are cautioning students, parents and others to avoid large gatherings like the ones occurring in Miami Beach over Spring Break. Spring Break in San Diego Unified begins on Monday.

"San Diego has some of the best outdoor attractions in the world, but it's not an excuse to let our guards down in the fight against COVID-19 during Spring Break," Mayor Gloria said. "We have made so much progress to stop the spread and begin the reopening process. Let's work together so we don't lose the ground we've gained and get our kids back in the classroom safely."

San Diego Unified Board of Education President Richard Barrera, Superintendent Cindy Marten, and San Diego Education Association President Kisha Borden echoed the mayor's call for students to participate in responsible recreation.

"Friends and families can have fun together without creating super spreader events," Board President Barrera said. "Schools are leading the way by demonstrating to young people how to be together without sharing exposure to the COVID-19 virus. We need students to remember those lessons about mask wearing, handwashing and social distancing, even when they are not on campus and no adults are supervising them."

Superintendent Marten agreed. She added, "We want to speak directly to our students today, because they have demonstrated incredible courage and resilience through this pandemic. This is not the time to let our guard down. Have fun, get lots of rest and make sure you stay healthy for when school reopens online on April 5 and for in-person learning on April 12."

SDEA President Borden reminded San Diegans about the massive surge in COVID-19 following the Thanksgiving, Christmas, and New Years' holidays.

"Though cases are declining in California they are once again on the rise in other parts of the country due to new variants, social gatherings, and relaxing of mask usage. We must not allow the coming Spring Break holiday to set back the return to regular activities that all of us have been working toward," Borden said.

Mayor Gloria and the education leaders urged the city's students and parents to follow the medical advice from San DIego Unified School District Physician Dr. Howard Taras. Dr. Taras set out six practical ways to stop a surge in COVID-19 due to Spring Break.

1. Get vaccinated: If you are eligible to get the vaccine, book an appointment through your medical system, at a county-sponsored site<https://www.sandiegocounty.gov/content/sdc/hhsa/programs/phs/community_epidemiology/dc/2019-nCoV/vaccines/COVID-19-VaxEvents.html>, or a nearby pharmacy and get one as soon as you can..
2. Distance: Avoid mingling with other families (relatives and friends). If you do, stay six feet apart and wear your masks.
3. Outdoors is safest: If you are enjoying beverages and food with relatives and friends over the break, do so outdoors and keep your distance. This is true for homes and restaurants. Outdoor parks and beaches are better than indoors.
4. Masks: Places like airplanes, trains, and airports can be safe, but only if everyone keeps their masks on. Since you cannot control what strangers do, keep your own mask on and keep your distance.
5. Self-quarantine: If you do not want to be tested, and you have traveled or mingled with other households over Spring Break, please stay at home for 10 days. Students may choose the "online" option for their education for the first 10 days after the Spring Break, and then opt to return to school.
6. Testing: If you mingled with others outside of your household over Spring Break in San Diego and you do not want to self-quarantine, please get a COVID-19 test (antigen or PCR) before school starts. If you travelled, then the CDC recommends that you stay home and get a viral test three to five days after you return. A negative test can decrease the recommended travel quarantine days from a full 10 days down to only seven days. Testing and self-quarantine will help prevent disease in others and keep your school open! Staying home when you may be positive can prevent entire classrooms or schools from a mandated 14-day quarantine. (No-cost testing sites can be found through your healthcare provider or the county health departmen<https://www.sandiegocounty.gov/content/sdc/hhsa/programs/phs/community_epidemiology/dc/2019-nCoV/testing.html>t.)

PROJECT OVERVIEW:

The Crawford High School College, Career and Technical Education (CCTE) and Whole Site Modernization project began in three construction phases.

Completed in July 2020, the first phase of construction upgraded the automotive CCTE program with a new building, three new service bays, and a dedicated alignment bay. The existing auto lab received a renovated classroom, an engine lab, and a single bay demonstration lift.

The second phase, completed in August 2020,  included renovations to classrooms, security upgrades to fire alarms and emergency communications systems, as well as installation of security lighting and security cameras. Existing restrooms and the food services area were also renovated.

Now in the final phase, crews demolished the existing auditorium to create a three-story structure that will house twenty classrooms, a performing arts center, and a student services office suite. The building includes a drop-off and pickup area at the corner of Orange Avenue and Colts Way, which will be accompanied by a new parking lot as the final piece. Construction for the final phase is estimated to complete in Winter 2022 for the building and spring 2023 for the new parking lot.

BACKGROUND:

Crawford High

Erected in 1957 and opened in 1958, Will C. Crawford High School was named after San Diego Unified’s former superintendent, Will C. Crawford, who served from 1934-1954. Originally named Will C. Crawford Educational Complex, Crawford High is now a traditional high school that houses grades 9-12 in the El Cerrito neighborhood of San Diego.

Schools Reopening

San Diego Unified, the state’s second-largest school district, announced plans to return to in-person instruction the week of April 12, based in part on a regional agreement to start teacher vaccinations.

The reopening plan applies to all grade levels and takes effect as soon as San Diego County drops back into the state’s Red Tier, teachers who wish to be vaccinated have had the opportunity to do so, and proper safety measures continue to be in place on every campus.

Every family will have the opportunity to choose either an in-person/online hybrid or an online-only model. Those remaining online will continue to receive a robust online experience, while those choosing the hybrid model will see their live instruction time increase.

Both elementary and secondary students will have the opportunity to be on campus for a six-hour school day. The default school site model is four days per week of in-person instruction with precise schedules to be set based on the number of students who wish to attend in person, available space, and existing health and safety guidelines.

Educators and school leaders also agreed on steps which will make hybrid learning unnecessary in the fall, committing to no layoffs and the creation of a specialized instruction model for students who do not want to return to campus.

Project Funds

San Diego Unified’s capital projects are funded by San Diego Unified School District’s Propositions S and Z, which are local bond measures approved by San Diego voters to repair, renovate and revitalize neighborhood schools. In addition to renovation and replacement, bond projects include classroom technology, facilities to support College, Career and Technical Education, classroom air conditioning, safety and security upgrades, and other facilities improvements at traditional and public charter schools throughout San Diego Unified.

NEWS RELEASE

San Diego Unified, Educators Outline Spring Learning Options, Reiterate Commitment to Proper Health and Safety Procedures

March. 14, 2021

SAN DIEGO -- San Diego Unified School District and educator representatives announced the next steps to prepare for a classroom reopening the week of April 12. They outlined options to allow for students to safely return to campus full-time, while providing continued robust online instruction for families that do not feel safe returning to campus at this time.

As the district continues to review reopening preference surveys sent to all families, it will begin working with principals this week to help set specific models for each school community. Families will receive details from their schools on March 22, asking them to select a specific model when classrooms reopen the week of April 12.

PROJECT DESCRIPTION:

Hoover High School New Theater and Classroom Building Project

The Hoover High new theater and classroom building project included construction of a three-story classroom building and a brand new theater and performing arts building.

The design is inspired by Spanish-style architecture and combines an old-fashioned schoolhouse concept with an energy-efficient modern design.

The first floor of the new three-story classroom building is designed to accommodate school administrative staff, counselors, and support staff. The second and third floors provide ten classrooms each. The new building replaces the former auditorium, counseling and administration buildings, as well as 20 outdated modular classrooms from the campus annex area.

The new theater building provides an approximately 500-seat theater, theater support space, and instructional space.

The project also included reconfiguration of the main parking lot, courtyard improvements, and a student drop-off area.

BACKGROUND:

The first African-American elected to office in the City of San Diego, Rev. George Walker Smith joined the San Diego Unified Board of Education in 1963. During his 16-year service to the Board of Education, Smith was a champion for equality, making it his mission to diversify the district by hiring African-American teachers.

Smith passed away on Feb. 15, 2020. Following his death, the board issued a proclamation in his honor on Feb. 25, 2020, recognizing his extraordinary efforts to lead the way towards equal education for all students in San Diego County and beyond, and proclaimed Feb. 28 as Rev. George Walker Smith Day in the San Diego Unified School District.

On April 24, 2018, and April 23, 2013, the board issued proclamations recognizing Rev. George Walker Smith for his lifelong commitment to provide equal educational opportunities for all students in San Diego County and beyond.

PROJECT DESCRIPTION:

The Central Wilson Rebuild Project

At the new Wilson Middle School campus are seven new buildings, including a one-story student services facility with a health center, parent room, student services offices and support spaces; two two-story classroom buildings with science, special education, general purpose classrooms, food kiosks and support spaces; a three-story facility with a music program on the first floor, library and engineering classrooms on the second floor, and arts and support spaces on the third floor; a two-story building that has physical education on the first floor, and performing arts and a multi-purpose room on the upper floor; a two-story building with a food services area and an innovative three level parking structure that includes play courts on the top floor.

The main entrance to the new Wilson Middle School was moved from 39th Street to 37th Street along Orange Avenue. A new student drop-off and pick-up area, including a bus zone and an area for special education students, was also constructed.  Another bus drop-off and loading zone is provided along 37th St.

With the Wilson Middle School campus nearly completed, demolition of the former site is now underway. The demolition marks the start of another massive project to build a new Central Elementary School from the ground up.

The new Central Elementary campus will include 26 new general-purpose classrooms and 14 specialized classrooms, including kindergarten, preschool and special education classrooms. Each of the general classrooms has access to an approximately 280 square-foot collaborative space designed for pull-out instruction.

New academic support spaces include student services offices, a Library Learning Center, multipurpose room, daycare, and an after-school program. The project also features a community clinic and health center. Additionally, three new play areas will be constructed.

The first new play area is in a courtyard created by the kindergarten buildings and is dedicated to pre-kindergarten and kindergarten students. The second play area is in the center of the new campus and includes play equipment, a grass field; and basketball, volleyball and, four-square hardscape surfaces. The third play area is adjacent to the lunch shelter on the northwestern portion of the new campus and includes play equipment and hardscape surfaces.

Construction on the new Central Elementary School site will be completed in winter 2022. The district plans on using the existing site along Polk Avenue for teacher and employee housing.

San Diego Unified’s capital projects are funded by San Diego Unified School District’s Propositions S, Z and Measure YY, which are local bond measures approved by San Diego voters to repair, renovate and revitalize neighborhood schools.  Associated new building and facility signage will be funded with capitol bond funds Propositions S, Z, and Measure YY.
