San Diego Unified School District Warns Against Kindergarten Gap Year
Schools Create Community During Pandemic Through Laptops for All, Virtual Playdates, Experienced Teachers

September 4, 2020

SAN DIEGO – The San Diego Unified School District is emphasizing to families that children who turned five this week or earlier should enroll in kindergarten. School leaders are increasingly concerned parents may be waiting to enroll their students because COVID-19 has forced schools to remain physically closed.
Media reports<https://www.latimes.com/california/story/2020-09-01/lausd-kingergarten-enrollment-drop-online-learning> have spotlighted declines in kindergarten enrollment in other large districts. This spring, the largest group of students who failed to log in for online learning were kindergartners: 51 percent in San Diego Unified. Children who turned 5 on or before Sept. 1, 2020 are eligible to enroll in kindergarten throughout the district.
"As a former elementary school teacher, I want parents to know there is so much more than Zoom calls happening for our kindergarteners right now," Superintendent Cindy Marten said. "Kindergarten is a critical time for students to make friends, learn about school and begin building the academic skills they will need later in life. Our professional educators are ready to make that happen for all our kindergarteners, which is why we need them to enroll today."
Families are encouraged to sign up<https://sandiegounified.org/departments/neighborhood_schools_and_enrollment_options/general_enrollment_information> their children for kindergarten to begin their K-12 education, and to establish a connection with their San Diego Unified school community.
During online learning, a Chromebook laptop computer will be provided to every kindergartner. San Diego Unified offers live, daily interaction between every student and his or her teacher. The district also offers assistance to families in need of WIFI, and students are eligible for free meals available at distribution sites across the district.
"Kindergarten has critical core components embedded in the school day," said Principal Deb Ganderton of McKinley Elementary School.
In the spring when schools closed to help stop the spread of COVID-19, participation rates for online learning across all grade levels at San Diego Unified schools exceeded 97 percent for transitional-kindergarten through high school. Of the students who did not participate, the majority, 51 percent, were students in the very youngest grade levels, transitional-kindergarten and kindergarten.

A New York Times article detailing independent research from a two-decade Harvard study of 12,000 children, showed those who attended kindergarten and did well were, "…more likely to go to college than students with otherwise similar backgrounds," and, as adults, earned more money and saved more for retirement.

BACKGROUND: Since schools physically closed in March to help stop the spread of COVID-19, San Diego Unified shifted to online learning and provided students with access to school meals, laptops and WIFI access. The pandemic has resulted in unforeseen costs for schools to stop the spread of COVID-19 and learning loss. Since then, the CARES Act provided less than one percent to schools from the total $2 trillion package, and the state budget only holds districts harmless at the 2019-20 funding level after undoing a proposed 10% cut. Additional funding is necessary to support efforts that prioritize safety, health, and reduce learning loss. For these reasons, San Diego Unified joins its Congressional delegation in calling for the U.S. Senate to approve the HEROES Act.

San Diego Unified Leaders Celebrate Change in USDA School Lunch Policy
Agency Temporarily Backs Down From Plans to Cut Student Meals

SAN DIEGO--San Diego Unified leaders thanked Congresswoman Susan Davis and other members of the San Diego federal delegation for their work to get the USDA to change course on planned cuts to the school lunch program.

Last week, the county's largest school system warned against USDA plans to reduce food services, saying the move could leave families without enough to eat. The decision this morning out of Washington, D.C. means San Diego Unified and other districts will be able to continue providing added meal services to families during the COVID-19 crisis.

"The announcement this morning is an important victory for the families we serve," Superintendent Cindy Marten said. "We are profoundly grateful for the support our students received throughout this process from Congresswoman Susan Davis and our entire San Diego delegation."

Board Vice President Richard Barrera said the USDA decision announced this morning will protect local families who had been facing a severe reduction in the amount of food they received through the school lunch program.

"This was a misguided decision by the federal government to take food away from some of our most vulnerable families, and I am glad to see them reverse course," Barrera said. "The COVID-19 crisis has put added burdens on all our families. The federal government should be increasing food aid to families, not cutting it."

Board President John Lee Evans says he hopes the federal government will extend the new protections throughout the entire school year.

"Extending food support through the end of 2020 was a good and necessary first step," Evans said. "Now it is time to take the next step and tell families they will not have to worry about this issue for the rest of the school year -- through June."

Families may drive through or walk up to any of the 82 meal pick-up locations throughout the district to receive a nutritious breakfast and lunch for their children. There is no cost and no paperwork. Meals are available Monday through Friday from 12 p.m. to 2 p.m. Parents/guardians may pick-up meals for their children, however a photo of the child must be shown if they are not present.

San Diego Unified will celebrate the start of the school meals program for the 2020-21 year with entertainment from the Fern Street Circus tomorrow, Sept. 1, at Porter North Elementary School during meal distribution from 12 p.m. to 2 p.m. Feeding San Diego will also be at Porter providing boxes of food to families.
