SUPERINTENDENT KOWBA TO PROVIDE BUDGET UPDATE AND STATUS OF BUDGET REDUCTION
OPTIONS

WHAT: Superintendent Bill Kowba will provide an update on the status of
recent layoff notices and the prospects for the 2011-12 budget. He will
respond to recent, inaccurate statements that the district is sitting on an
unused surplus that could be used to rescind teacher and other staff
layoffs.

WHEN: 11 a.m. Friday, April 22, 2011

WHERE: Chesterton Elementary School, 7335 Wheatley St. (92111). Driving
Directions: From SR-163, exit Genesee Avenue (west), to Linda Vista Rd.,
right on Linda Vista Rd., Right on Wheatley St.

DETAILS: Supt. Kowba will explain his strategy to balance the 2011-12 budget
using available revenues; this reduction makes staff and program cuts
necessary. He will also highlight the great uncertainties the district is
facing because of the failure of the state Legislature to agree on an early
budget solution. Had legislators followed the proposal by Gov. Brown, voters
in June would have decided on tax extensions that, if approved, would have
helped alleviate cuts to California¹s schools

In addition, the Superintendent will discuss allegations that there is
currently a surplus in the district budget for 2011-12, an amount ranging,
according to published and broadcast reports, from $57-66 million. Mr. Kowba
will show details from his March 10, 2011, Board of Education presentation.

At that meeting, the Board of Education approved a fiscal projection (Second
Interim Report), which reflected a $115 million general fund cut and
required significant staff reductions to create a balanced budget. In
addition, the plan makes use of one-time revenues from the Federal Jobs Bill
and from other 2010 revenues that will be carried over.

Unfortunately, during administrative hearings this week, inaccurate
information was circulated that claims that the District could use $57
million, shown as a set-aside in the Second Interim Report, to rescind
layoffs notices. In fact, these funds are already programed into the
proposed budget.

Diego Unified Chief Financial Officer; both will be available for questions
following Supt. Kowba's statement. Students having lunch at Chesterton
